Jackson County, Oregon, has a unique career opportunity for an experienced emergency management professional to take on a leadership role responsible for the County’s integrated emergency management program, including strategic planning for countywide mitigation, preparedness, response, and recovery efforts. The ideal candidate for this position will be organized, detail-oriented, dependable, self-motivated, and capable of handling multiple projects at one time. The candidate must be comfortable, able, and available for 24-hour on-call response to countywide emergency events. You will report to the County Administrator and manage two dedicated management staff.

Job Duties and Requirements

I. Position Summary

To plan, organize and supervise the County's Emergency Management Program; to assist in the development, implementation and evaluation of a comprehensive, integrated emergency management system; to coordinate with State and regional agencies, other County offices, cities, fire departments, public service districts, and non-governmental agencies; to oversee and facilitate response to emergencies arising from any human caused or natural disaster; to administer the countywide emergency mass notification system; and to develop, coordinate and provide training and public education. This position is under the general direction of the County Administrator.

II. Supervision Exercised

Will supervise various classifications, such as the Assistant Emergency Manager, the Emergency Management Coordinator, and may supervise and/or lead other various classifications when needed.

III. Examples of Essential Position Duties

( The following duties represent some of the principal job duties; however, they are not all-inclusive. Other duties may be required or assigned.)

Organizes, coordinates, evaluates, and maintains a comprehensive, integrated Emergency Management Program for the County.

Ensures compliance with Federal and State laws and regulations governing the Emergency Management Program to include maintenance of the County's Emergency Operations Plan (EOP), development and maintenance of the County’s Emergency Operations Center (EOC), and identification and training of the EOC staff.

Coordinates compliance with National Incident Management System (NIMS) training standards, Oregon Revised Statutes, and other regulations.

Develops program guidelines for the purpose of evaluating and improving County and local government readiness for disaster operations.

Works closely with Federal, State, regional and local emergency management personnel, non-profit agencies, and private sector organizations to coordinate and integrate the preparedness, response, recovery, and mitigation efforts of the County; and relays information from higher level emergency management organizations to local government.

Assists County departments with development of their emergency plans and procedures to ensure conformance and compatibility with County and other applicable emergency operations plans.

Manages and administers the County’s emergency alert and warning systems. Develops strategies and implements solutions to maintain systems and alert networks. Maintains authority to alert through the Integrated Public Alert and Warning System (IPAWS).

Prepares and conducts emergency drills and/or exercises with all public safety and emergency services agencies in the County. Assists in designing and conducting readiness exercises, providing instruction and guidance to exercise and event participants. Assists in the evaluation of effectiveness and efficiency of exercise and event responses. Compiles and prepares instructional and awareness materials.

Prepares and submits Federal Emergency Management Agency grant proposals and manages grant awards; coordinates applications for Federal Emergency Management Agency disaster assistance programs.

Ensures compliance with State and Federal requirements for emergency management funding programs including planning, performance and mitigation grants, technical assistance, disaster assistance, and surplus property acquisition.

Conducts or obtains training for government employees; recruits and trains volunteer personnel; coordinates community response and recovery training for local citizens and private sector personnel; designs, executes, and evaluates emergency/disaster preparedness, response, and recovery exercises.

Proposes and prepares administrative rules necessary to implement the County’s Emergency Management Program and maintains the County’s Emergency Services code.

Represents the County on local, regional and Statewide councils/committees focusing on emergency management, public safety, emergency communications, or other emergency service functions.

Represents the County’s Emergency Management Program at various functions; promotes and trains on emergency preparedness; prepares news releases, public displays and other informational materials for use countywide.

Prepares the budget; assists in budget implementation and administration; prepares reports on operations and activities; participates in the forecast of additional funds needed for staffing, equipment, materials, and supplies.

Develops and maintains effective working relationships with other staff, public officials, the general public and representatives of other agencies.

In responding to emergencies, may serve as Director of the Jackson County Emergency Operations Center or may work under the direction of an appointed Emergency Operations Center Director as applicable.

Must have the ability to make appropriate decisions and handle job stress, including during an emergency.

Attends and participates in required trainings.

Has regular and reliable attendance.

Working irregular hours is required. Must be available for 24-hour on-call response to perform emergency management duties as needed.

IV. Knowledge, Skills and Abilities

Knowledge of Federal, State and local laws and regulations related to emergency management, including disaster response and recovery.

Knowledge of the principles of emergency management (mitigation, preparedness, response and recovery).

Knowledge of program planning, development and evaluation.

Knowledge of the principles of disaster and emergency exercise design and evaluation.

Knowledge of the administrative law process.

Knowledge of budgeting procedures and techniques.

Proficient in alert and warning equipment and systems.

Knowledge of principles of exercise design and evaluation.

Knowledge of principles and practices of leadership, supervision, training, and personnel management.

Knowledge of the principles of grant writing and grant management.

Ability to effectively interpret and maintain compliance with laws and regulations.

Ability to coordinate and facilitate program activities with other departments and agencies.

Ability to research and maintain current knowledge of State and Federal requirements for program-related funding programs.

Ability to promote positive working relationships and individual performance.

Ability to supervise, train, and evaluate assigned staff and volunteers.

Ability to identify, prepare and submit grant proposals and manage grant-funded projects.

Ability to develop and maintain effective working relationships with other staff, public officials, the general public, and representatives of other agencies.

Ability to communicate effectively, both orally and in writing.

V. Minimum Requirements

Education and Experience

Six years of progressively responsible experience in one or more of the following areas: emergency management, or related discipline including but not limited to: military, public works, public safety law enforcement, fire services, emergency medical services, etc. Experience must include strategic planning, project management, program design and development, and facilitation of group/public services; AND

Bachelor’s degree in public or business administration, emergency management, safety or a related field; OR

Ten years of progressively responsible experience in one or more of the following areas: emergency management, or related discipline including but not limited to: military, public works, public safety law enforcement, fire services, emergency medical services, etc. Experience must include strategic planning, project management, program design and development, and facilitation of group/public services; OR

Any combination of education and experience sufficient to successfully perform the essential position duties of the job and provides the applicant with the desired skills, knowledge, and ability required to perform the job.

Licenses, Certificates and Other

Requires possession of a valid driver’s license and an acceptable driving record. Must have BAPS/PDS, ICS 300, ICS 400 certifications within a year of hire.

Physical Demands

Typically requires driving, climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, sitting, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Requires exerting in excess of 100 pounds of force occasionally, in excess of 50 pounds of force frequently and in excess of 20 pounds of force daily to move objects. Requires ability to perceive color, odor, texture and sound. Requires driving and travel.

Working Environments

Work is performed both in the office and in the field with exposure to varying weather conditions, traffic, and hazardous conditions at work sites. May include exposure to moving mechanical parts, electrical currents, vibration, fumes, odors, dusts, poor ventilation, chemicals, blood and other body fluids, extreme temperatures, inadequate lighting, work space that restricts movements, intense noise, dust and disruptive people.
