WHAT IS THE INFORMATION TECHNOLOGY (IT) DIVISION?A description of the business units can be found at:Ten (10) vacancies will be filled in the following specialty areas:Information Technology (IT WIDE)The following are the duties of this position at the full working level:Comprehensive knowledge of the Internal Revenue Service's (IRS) mission, organization, policies, practices, and procedures to ensure optimum use of personnel, equipment, and space to accomplish program objectives.Extensive knowledge of the business unit's policies, practices, procedures, and program(s) to provide guidance and leadership in carrying out program strategies and to ensure programs and plans include a long-term outlook consistent with customer needs.Expert knowledge of a wide range of analytical and evaluative methods and techniques to review evaluation proposals, conduct studies, develop recommendations, and analyze new or revised policies and procedures.Broad knowledge of budgetary concepts and procedures and cost benefit analysis techniques to monitor program effectiveness and recommend financially sound operational changes.Broad knowledge of and application of management theories, techniques, and practices to direct and manage programs and administrative activities.Requirements

Federal experience is not required. The experience may have been gained in the public sector, private sector or one year of experience refers to full-time work; part-time work is considered on a prorated basis. To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To qualify for this position your experience should be sufficient to demonstrate:Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight;Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others;Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled;Experience applying budget and fiscal methods used in establishing and maintaining an organization.Education
