Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the Capital Projects/Transportation & Traffic Engineering/Right-of-Way Management Divisions within the Public Works Department engineering design, traffic engineering, survey, special assessment districts, construction engineering, and pavement management.Essential Functions:Perform delegated City Engineer duties including reviewing and signing plans, plats, and other technical documents.Assume management responsibility for assigned services and activities of the Capital Projects/Transportation & Traffic Engineering/Right-of-Way Management Divisions.Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs.Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.Plan, direct, coordinate, and review the work plan for engineering staff.Select, train, motivate, and evaluate engineering personnel.Oversee and participate in the development and administration of the division’s annual budget.Ensure timely resolution of operational issues.Represent the City’s interests and positions before legislative and rule-making authorities.Implement the City’s Capital Improvement Plan.Organize and direct various capital improvement projects.Receive and review construction plans, design work, specifications, and estimates.Participate in the selection of consultants and outside contractors.Serve as the liaison for the Capital Projects/Transportation & Traffic Engineering/Right-of-Way Management Divisions.Provide responsible staff assistance to the Director of Public Works.Attend and participate in professional group meetings.Respond to and resolve difficult and sensitive citizen inquiries and complaints.Minimum Qualifications:Education/Training:

A Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.Experience:

Seven years of increasingly responsible engineering experience including two years of administrative and supervisory responsibility.License or Certificate:

Possession of an appropriate, valid driver’s license and registration as a Professional Engineer in the State of Nevada or the ability to obtain one within six months of hire.Physical Demands and Working Environment:

Work is performed primarily in a standard office setting with some travel to different sites. Incumbents may be required to work extended hours including evenings and weekends.
