Subcontract Manager

Summary:
Responsible for identification, qualification, selection and management of subcontracted suppliers for projects and sales pursuits. Supplier deliverables can include systems, components and services such as construction suppliers, architectural and engineering services, heavy industrial fabrication, build to print weldments and electrical and mechanical systems. The deliverables and services are to be subcontracted at competitive cost and delivery schedules consistent with North Wind Test (NWT) quality, policy and performance standards.
Responsibilities:
Identify potential suppliers, initiate Request for Quotations (RFQ’s), evaluate supplier/supplier quotes.
Collaborate with project management to determine subcontract commercial terms and conditions, scope of work and special requirements; collaborate with engineering for subcontract technical documentation, specifications and drawings.
Draft, negotiate, execute and manage subcontracts. Draft and execute subcontract documents such as purchase orders, statements of work, Letters of Intent and Non-Disclosure Agreements.
Perform supplier surveillance to ensure subcontractor complies with all commercial terms and conditions, work scope, schedule, budget and quality commitments. Work with project team to mitigate cost, schedule and technical risks or non-conformances.
Establish and maintain a strategic supplier base for recurring complex procurements.
Perform direct purchase of Commercial Off The Shelf products (COTS).
Manage supplier portfolio utilizing NWT’s ERP system.
Manage subcontractors to US Government Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
Preferred Education/Experience:
Bachelors’ degree in related discipline.
7+ years of related experience; or
A combination of education and experience equivalent to above.
Valid driver’s license.
Preferred Knowledge/Ability:
Demonstrated knowledge of procurement commercial terms and conditions, contracts and negotiation skills.
Knowledge of construction contracting and management; General Contractors, A&E firms, construction services.
Ability to create a collaborative environment with suppliers, contractors and cross-functional peers.
Ability to interpret technical information and drawings.
Proficiency with MS Office applications and ERP software.
Ability to travel 10% (local/domestic).
Must be ITAR compliant.
