Markon is seeking a Requirements Manager candidate to support an Intelligence customer project. The primary responsibility is to gather, analyze, document and validate the needs of the project stakeholders, acting as a liaison between managers, stakeholders, and software development teams.Their duties are to analyze requirements for a project, reconcile conflicting interests, and determine how to translate the stakeholder’s vision into documents (Use Case and Story) that can be implemented by developers.Responsibilities:

Identify and document all requests from stakeholders and external entities.Manage the creation, review, and analysis of IT requirements for customer systems.Be prepared to present all IT documentation to management (as needed to document systems concepts of operation, functional requirements, processes, legacy systems, and methodologies).Translate and communicate complex technical documentation and subject matter between technical and non-technical audiences.Help prioritize data and functional needs based on user and business management input regarding mission impacts and organizational goals.Produce briefings on requirements and technical studies, as required.Perform short and long-range planning in support of existing and future requirements to enhance customer systems.Review software design, change specifications, and plans against process requirements.Review and understand system test requirements, integrated testing activities, and results.Provide user acceptance testing prior to full production deployments.Provide input for customer-facing design reviews.Assist in providing final approval documentation for implementation of IT and functional requirements.Required:

Bachelor’s degree, preferably within business analyst, project management, or business operations fields. Additional training in the Information Technology field, specifically around application development is highly desirable.Ability to translate stakeholder’s visions and desires into project requirements, user stories, project objectives, and tasks.Ability to manage task assignment to project resources and reporting on and managing project scope throughout the lifecycle.Working knowledge of the Agile Scrum methodology and processes is strongly desired.Working knowledge of collaboration, process, and visualization tools, including Jira, Confluence, and Visio.Ability to effectively decompose requirements into programmable user stories.Proficiency with Microsoft Office applications.Minimum of 3 years of work experience in IT requirements management (developing, reviewing, and analyzing), system development, system management, and/or IT business analysis.Experience with IT services, the software development life cycle (SDLC), or technology deployments for federal government agencies, a plus.Personality or self-management skills with the ability to work closely with clients in a shared working environment.Excellent communications, technical writing, and interpersonal skills are critical.Strong customer relationship skills.Ability to coordinate and communicate effectively along a broad spectrum from executive management to support staff.Strong listening and analytical skills a must.
