JOBFIRST APPLICATION REVIEW FOR THIS POSITION WILL BE AUGUST 27, 2024 This position performs project management and specialized duties in support of administering city capital improvement and regulatory projects.

EXAMPLE OF DUTIESAdministers capital projects to ensure regulatory compliance; monitors project status; works with and communicates effectively with other city division personnel, engineers, funding sources and contractors; identifies shortfalls with assigned projects and communicates these with their direct supervisor.Assists with the reviews and enforcement of regulatory compliance of Wyoming DEQ water and sewer installation for private and public projects; ensures compliance with city, state, and other applicable regulations.Designs and administers the planning, budgeting, design, and construction of engineering projects for the city’s Capital Improvement Plan (CIP).Assists with the reviews, administration and enforcement regarding city construction or regulatory permitting processes.Manages the project bidding processes; reviews, analyzes, and evaluates project proposals, bid packets, specifications, plans, feasibility studies, and cost estimates; reviews the work of consultants and contractors; manages and creates contracts for contractors and consultants.Designs and performs construction administration of in-house capital projects; manages design and construction budgets; drafts plans and project documents; manages the advertising, bidding, and award of contracts; performs construction supervision and inspection; supervises materials testing; processes billing and pay requests.Assists in preparing a variety of regular and special reports.Resolves or mitigates problems and concerns of contractors, engineers, and the general public.Assesses and ensures compliance with city, county, state, and federal statutes, regulations, codes, and ordinances.Gives presentations to public officials and residents as needed.Identifies and assists in submitting applications for external funding sources.Develops project scopes for new construction, repairs, or replacements.Assists in the development of the Capital Improvement Plan; identifies and reviews infrastructure deficits.Facilitates the acquisition of property, easements, rights-of-way, and access rights.May coordinate/facilitate the work of subordinate employees.Performs related duties as assigned.

SUPPLEMENTAL INFORMATIONSUPERVISORY CONTROLSThe City Engineer and/or designee assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.GUIDELINESGuidelines include ADA and DEQ regulations, city design standards, city construction specifications, building codes, OSHA regulations, storm water regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. COMPLEXITY/SCOPE OF WORKThe work consists of varied professional project management duties. Strict regulations combined with the number and variety of contracts to be managed contribute to the complexity of the position.The purpose of this position is to provide professional project management support for the funding, design, construction, and administration of construction projects. Successful performance ensures construction project compliance with all local, state and federal regulations.The primary purpose of this position is to provide technical support to the Development Services, Public Works and Utility Divisions. CONTACTSContacts are typically with co?workers, other city employees, engineers, surveyors, contractors, utility personnel, elected and appointed officials, and the general public.Contacts are typically to give or exchange information, resolve problems, motivate persons, and provide services.PHYSICAL DEMANDS/ WORK ENVIRONMENTPThe work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, crouching, stooping, or walking. The employee frequently lifts light objects, distinguishes between shades of color, and utilizes the sense of smell.The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is occasionally exposed to dust, dirt, grease, machinery with moving parts, and heavy traffic. Work requires the use of protective devices such as masks, goggles, gloves, etc.SUPERVISORY AND MANAGEMENT RESPONSIBILITYThis position may have functional supervision over Project Manager Technician and/or Project Manager as assigned.MINIMUM QUALIFICATIONSKnowledge and level of competency commonly associated with the completion of a baccalaureate degree in engineering with a PE license and 3-5 years of experience or 10+ years of education and experience in a related field.Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition possession or a high school diploma or GED.Project Management Professional (PMP) preferred.Sufficient experience and education to understand the principles relevant to the major duties of the position.Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three to five years’ experience or service.Possession of or ability to readily obtain a valid driver’s license issued by the State of Wyoming for the type of vehicle or equipment operated.
