The GA OCM Change Manager will work as part of a team providing Change Management (Training and Communications) services to help to ensure the diverse stakeholder community is prepared to leverage the new technology and processes being deployed as part of the Medicaid Enterprise System Transformation (MEST) initiative. The team will ensure all DCH stakeholder communities have full awareness of the MEST initiative and are adequately trained in administering new business practices. The Change Management team will partner with module implementation partners to execute a comprehensive training plan. Additionally, the team will author and execute a communications strategy that promotes awareness of the MEST program, the value proposition, key milestones, and updated business practices.

Duties include:

Assess learning needs to build required capabilities for proposed change.Identify resources and proposed approach to training for each module (i.e., Train-the-Trainer, Super-Users, Labs, etc.)Review training plan and training deliverables provided by module implementation teams.Review Stakeholder Inventory developed by Management Consulting Team.Author a comprehensive end-user training plan adapted to DCH’s environment and culture including end-user training, planning, and delivery.Develop Master Training Timeline by Stakeholder Community.Collaborate with module vendors to execute training initiatives for each MEST module.Identify gaps between MEST capabilities addressed by module vendor training and overall MEST capabilities.Author Statement of Requirements for content creators and content instructors to supplement module training teams.Assist in resource selection.Assist in coordinating facilities and scheduling of resources.Coordinate with module owners and system integration partner to configure and seed training environments with relevant data.Administer a process to gather feedback from participants and assess effectiveness of training delivery.Execute remediation plans based on feedback received from participants.Shape vision for change, define strategies to build support and deploy a feedback loop.Identify existing and new communication channels / communication vehicles by audience that can be effective for communicating throughout the program implementation.Provide support tools (e.g., one pager, messaging) for supervisors to use with staff.Author and execute a comprehensive communications plan that supports bidirectional sharing of information between DCH and stakeholder communities.Incorporate engagement activities in the plan that promote self-service tools (e.g., Intranet or Teams Site) and provide supervisors with up-to-date information on status and planned activities throughout the change process.Coordinate with Organizational Change Management vendor on messaging and stakeholder engagement.Build awareness around the reasons for change and the business reason “why” the program is being executed.Gather feedback from participants and assess communication effectiveness.

Define framework / plan for steady state communications (post go-live):

Prepare coaching strategy to train supervisors how to use individual change management tools with staff.Prepare FAQ for Provider Organizations - Assist in Generating Interest.Partner with Stakeholder communities (through DCH) to validate / refine proposed communications plan.Provide articulate resources to facilitate discussions and actively engage user (provider) communities.Author executive and key stakeholder content to help in understanding the MES value proposition.

Mandatory Qualifications:

Minimum 10 years Change Management experience.Minimum 3 years’ experience as lead OCM Project Manager for a Medicaid technology project spanning multiple years and supporting State Medicaid Agencies (SMA) in similar state initiatives.Bachelor’s degree or equivalent experience.PMP Certified project manager preferred.Remote position, candidate must be willing to travel up to 50% to Atlanta GA dependent on client needs.

Requested Qualifications:

Strong problem-solving and customer service skills.Knowledge of Industry Standards (PMBOK, IEEE, CMMI, ITIL, HIPAA, etc.).Experience working with third party vendors and vendor management.Demonstrated experience leading and implementing change initiatives related to business processes and technologies.Experience driving adoption and proficiency of changes within an organization.Experience in developing project strategies and plans, including stakeholder analysis/assessment, communications, leadership alignment, organization transition, change risk assessment/change readiness, capability transfer, and end-user training.Demonstrated communications experience translating complex technical information to non-technical project stakeholders.Experience overseeing team execution in accordance with project plans, tools, and methods, and support resource planning and acquisition.Experience in developing short and long-term goals, KPIs, and objectives, and developing and executing against an annual operational plan.Demonstrated ability to lead/facilitate meetings with clients to ensure an understanding of the current organization culture, and jointly develop a change adoption plan.Experience providing support and coaching to front-line managers and supervisors as they help their direct reports through transitions.Demonstrated ability to facilitate change management activities with cross-functional team members and stakeholders to understand and ensure adoption of the enterprise business transformation.Demonstrated ability to influence stakeholders in written and oral communications.Experience communicating bad news in both written and verbal communications.Experience in evaluating project governance structures.

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $92,000 - 145,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications.
