Foreign Military Sales
(
FMS) Program Analyst
to provide professional services as a liaison to the Indian Navy (IN) team at IN headquarters/Main Operating Base (MOB) in either
New Delhi or Kochi, India . The
FMS Program Analyst
will communicate with Indian nationals regarding program requirements, program schedules and will perform other related tasks in support of current FMS case, pre-case, initial and sustaining requirements, case execution, and reconciliation and logistics activities. The
FMS Program Analyst
assists the Site Manager and the PMA-299 Program/Case Manager in the execution of all assigned program activities. The
FMS Program Analyst
participates in meetings to support program objectives and the Program/Case Manager. The
FMS Program Analyst
supports site surveys, spares, support equipment, publications, and training, software and transportation requirements. The
FMS
Program Analyst
coordinates prospective changes to aircraft/avionics/ weapons/support equipment quantities and operating aircraft.
This position will require travel between
New Delhi and Kochi, India
but not limited to these two destinations, and will report directly to PMA 299, but will support the international partner, working directly with the Indian Navy in their offices to assist in the facilitation of program requirements as detailed through direct communication with the program office. This position will require relocation to India.
Functional Description:
Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. With other members of the Security Cooperation team, and under the direction of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance. In support of the above functions, a Secret clearance is required for the position. Security Clearance level obtainable after assignment to the position is acceptable. The Contractor will determine security level achievability prior to placement. Education must be fulfilled by a degree in a Program Management, Technical, or Business analysis discipline.
Key Tasking:
Along with the Site Manager, acts as a contact for all agency or organizational personnel
Liaise with Office of Defense Coordination (ODC) in support of active FMS cases and pre-case requirements to handle program concerns/tasks/in-country travel
Perform technical research on all part requirements
Expedite all part requirements and provide status and estimated delivery dates
Attend Logistics/Supply scheduled/unscheduled meetings
Monitor trend usage of India MH-60R part requirements and coordinate appropriate allowance requirements
Support the review and development of required pack-ups
Support maintenance of India MH-60R peculiar material
Provide stock posture on material required in development/installation of FST technical directives and service bulletins
Provide contractor personnel with required documentation for induction to the Repair of Repairables (ROR) cycles
Receive material, prepare shipping paperwork, and coordinate prompt shipment of all India MH-60R repairable retrograde to appropriate vendors
Required Experience:
Three to seven years of experience
Experience must be fulfilled through experience related to weapon systems acquisition and life cycle management.
A demonstrated working knowledge of DOD SAP policies and procedures relating to FMS is required.
Experience with identifying programmatic requirements for FMS agreements and responding to Letters of Offer and Acceptance.
Desired Qualifications:
At least four (4) years of experience in program management, technical (Logistics) or business analysis discipline
Two (2) years professional experience in technical (Logistics) efforts supporting major weapon systems and components development
Demonstrated experience in the program/project status and schedules
Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series)
Must have experience processing program acquisition, funding, and contract documentation for military programs.
Education:
A Bachelor's Degree or allowable substitutions. Allowable substitutions include an Associate's Degree and two years of additional experience or four years of additional experience.
Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
