Project Description:

In 2023, IFES started a new phase of its work in Haiti with the implementation of the Haiti Elections Program, a five-year program funded by USAID through the Consortium for Elections and Political Process Strengthening (CEPPS). Under this program, IFES' primary focus is on providing technical support to the Provisional Electoral Council (CEP) and offering data-driven analysis on Haiti's electoral operations.

Primary Function/Purpose:

The Data Scientist Consultant will support a task force of IFES experts to lead a data-driven project activity, which will enhance IFES' support to Haitian electoral stakeholders. This support will involve collecting, cleaning, processing and analyzing qualitative and quantitative data from a range of sources.

Job Responsibilities

Collect, process and analyze quantitative data, including via APIs;Process and analyze quantitative data in R;Contribute to identifying additional reliable data resources;Analyze qualitative data, including content analysis;Support data dashboard upkeep and troubleshooting.

Qualifications

Education:

A graduate degree in Political Science, Data Science, Econometrics, or related field. (Ph.D. preferred). Emphasis on data training.

Experience:

Minimum 5 years of experience in a relevant field;Experience conducting analyses of conflict/disaster-impacted areas with low/inconsistent data availability;Experience with GIS software (QGIS, ArcGIS, etc.) and obtaining geospatial data via WMS or API and processing and analysing vector and raster data;Familiar with Google suite, especially Google Sheets;Familiar with Caribbean region, especially Haiti (preferred).

Language skills:

Fluency in written and spoken English and French required; Working knowledge of Haitian Creole a plus.
