Responsibilities:

Supervise and assist with planning, controlling and implementing land rights and oyster lease acquisition for multiple coastal protection and restoration projects

Provide technical recommendations concerning land rights issues relative to assigned coastal restoration projects

As part of a career progression group, vacancies may be filled from this recruitment as a Land Specialist 1, 2, or 3 depending on the level of experience. The maximum salary for a Land Specialist 3 is $80,267 annually.

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTION:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE:Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:To perform entry level work in one or more major environmental or state energy leasing programs affecting the preservation of the state's coastal wetlands, mineral production, or other natural resources vital to the state's economy and/or the safety of its citizens.

LEVEL OF WORK:Entry.

SUPERVISION RECEIVED:Close from a Land Manager or higher official of the agency served.

SUPERVISION EXERCISED:None.

LOCATION OF WORK:Department of Natural Resources. May be used by other departments if equivalent programs are recognized by DSCS.

JOB DISTINCTIONS:Differs from Land Specialist 2 by the absence of experienced-level duties.

Performs journeyman level land rights work for small, non-complex projects and/or assists a Land Specialist 3 or 4 or advanced journeyman with land rights work for medium to large-sized and/or complex integrated coastal restoration projects and/or hurricane flood protection projects in implementing an important segment of the CPRA Implementation’s overall integrated coastal restoration and hurricane flood protection program.

Direct supervision is received from a Land Manager and/or the Division Chief. Project-specific supervision, or supervision in the absence of the Land Manager, is received from a Land Specialist 4. Incumbent may exercise project-based supervision over lower level Land Specialists and over contractors on a task order basis.

Under guidance from staff above the Land Specialist 2 level, coordinates all activities for assigned projects with other Land Specialists, Engineers, Coastal Resources Scientists, and other CPRA personnel, as well as any applicable federal, state, and/or local government agencies involved in the project(s).

Assists the Land Manager in providing general oversight and guidance to staff assigned responsibility for the State's Oyster Lease Acquisition and Compensation Program (OLACP).

Aids project managers, CPRA legal counsel in conferences with the Attorney General's office and/or other legal counsel on matters related to ongoing or potential litigation and title controversies concerning State-claimed lands, water bottoms and other lands for purposes of resolution of issues by either judgment or compromise.

Direct coordination with project managers on assigned projects is mandatory.

Researches coastal restoration project plans and specifications and consulting with engineers on technical aspects of the projects in order to determine the types of land rights documents needed; providing preliminary title research information to in-house and/or contract attorneys or consultants for review; ensuring that all necessary information is provided for the preparation of project documents necessary for the planning and construction of integrated coastal restoration projects.

Independently performs intensive research of land records, including mineral leases, deeds, patents, title abstracts, historical township plats and field notes, and quadrangle maps for determination navigability and title.

Works closely with the State Land Office for determinations of State ownership of land proposed for coastal restoration projects.

Creates comprehensive land rights maps with CPRA GIS Section’s most current GIS mapping programs using all information available through the department's engineering, monitoring, land section and oyster lease databases.

Negotiates with property owners to obtain executable documents for the transfer of land rights and/or real property to rights to CPRA or assigns for assigned projects; prepares all necessary documents to achieve acquisition or transfers; and is responsible for ensuring correct processing of land rights documents for recordation and certification to complete transfer of land rights to the appropriate agency.

Aids others in gathering and presenting land information, including ownership, description, acreage and encumbrances as part of a project team to engineering section, planning sections, senior management as well as outside contractors on property proposed for project construction.

All work is performed in accordance with current professional project management, managerial and land rights practices within federal, state, local, and departmental regulations and guidelines.
