The Berkeley-Charleston-Dorchester Council of Governments’ primary objective is to assist constituent governments develop local and regional plans, within a three-county region located on the coast of South Carolina with a growing population of over 825,000, providing local governments with planning and technical support to improve the quality of life in the region. The BCDCOG also staffs the Charleston Area Transportation Study (CHATS) Metropolitan Planning Organization (MPO) and services as the regional Economic Development District (EDD).We are seeking a highly motivated, team-oriented travel demand modeler/planning professional to manage and advance development of the region’s travel demand model in support of the region’s initiatives to enhance its multi-modal transportation system.Responsibilities:Planning, project management, and technical analysis to initiate and perform ongoing model development activities (such as calibration, validation, and application of the model).Maintenance of regional demographic and other data required for routine aggregate-level modeling.Participation in other Planning Department initiatives including general transportation, comprehensive, land use, and environmental planning tasks.Implementing and monitoring the MPO’s congestion management process (CMP).Maintaining and monitoring the region’s success in achieving targets for performance of multi-modal transportation network improvements.Qualifications:This position requires thorough knowledge of the principles and practices of travel demand modeling and computer programs including working knowledge of TransCAD and GIS applications such as CommunityViz. Proficiency in data research and technical analysis, and a proven ability to analyze complex issues and communicate results in concise reports and presentations are essential.Experience with a variety of model applications supporting metropolitan planning, statewide planning, transit ridership estimation, and corridor analysis is preferred. Familiarity with federal and state funding processes, as well as knowledge of regional planning principles in transportation, land use, the natural environment, economic analysis, social equity analysis, housing, and inter-governmental coordination is a plus.Ideal candidates are collaborative professionals with experience working with the public and private sectors, strong strategic and innovative thinkers who are organized and motivated.This position will be filled at a senior planner level or higher depending on qualifications and is open until filled. A Bachelor’s degree in transportation modeling or engineering, mathematics, statistics, transportation planning, or a closely related field, and at least five years of progressively responsible travel demand modeling experience, preferably using TransCAD, is required. A master’s degree may be substituted for two years of experience.Salaries are commensurate with experience.
