Position Summary:
Professional position that performs advanced level planning work independently and as part of a team on planning projects in support of the City's long-range plans and administration of the City's zoning and subdivision regulations. This includes carrying out research for planning projects, conducting independent studies, preparing and presenting staff reports, performing final-review site inspections and other development review tasks as needed.

Leads review, coordination, communication and processing of advanced development applications and prepares staff reports and presentations for advanced planned development rezonings and major modifications, variances, right of way vacations, historic resource certificates of appropriateness, plats, community development districts, text amendments and special approvals. Tracks assigned projects and applications from initiation to completion.
Performs research, analyzes and interprets data, and prepares reports, maps, exhibits and recommendations for the Director of Planning & Zoning, as well as the Planning Board, Board of Adjustment, Historic Resource Board, the City Manager and the City Commission.
Attends and makes presentations at local public meetings including, Planning Board, Historic Resource Board and Board of Adjustment, and any other meetings as required, including night meetings as assigned by the Planning & Zoning Coordinator.
Provides planning assistance to the public in person or via email, letter or telephone.
Prepares and aids city staff in the preparation of land development regulations and related ordinances.
Provides advice and input on decisions regarding code interpretation.
Attends and conducts various meetings which may include various county wide committees.
Conduct detailed research on demographics, economic trends, environmental factors, and zoning regulations.
Conducts specialized reviews of proposed Comprehensive Plan Amendments.
Provides project management or support for studies and/or long-range plans conducted within and for the City of Plant City.
Performs other job duties as assigned.

Knowledge, Skills, and Abilities :
Extensive knowledge of the principles, practices, and techniques of comprehensive planning and regulating land development, and growth-management methodologies.
Significant knowledge of the Florida Growth-Management Act (Chapter 163, FS) and general land-use law.
Knowledge of applicable local, regional, and state development policies and regulations.
Knowledge of urban design, transportation planning, and environmental concerns, historic preservation.
Knowledge of public works facilities, storm-water management, and construction methods and materials.
Knowledge of Geographic Information Systems (GIS).
Ability to think logically, conceptually, critically, analytically and formulate professional recommendations.
Ability to present ideas and findings clearly and concisely in writing, graphically, and orally. Skilled in writing reports, regulations, and official documents.
Ability to manage multiple projects and meet deadlines.
Skilled in the use of computers and software utilized by the assigned work unit.
Ability to establish and maintain effective working relationships with division heads, outside agencies, the public, and other staff.
Ability to deal with difficult people and/or disgruntled customers.
Ability to operate a motor vehicle.
Ability to move around a work site to perform site inspections in the field.
Ability to read and understand construction, landscape, and site plans, and to verify compliance with approved plans.
Ability to read and interpret maps, such as Aerials, Zoning or Future Land Use.
Ability to perform basic mathematical computations, including computing pro-rata shares, and planning-related computations, such as floor-area ratios, land and building areas, and impact-fee calculations.
Ability to understand and comply with rules and regulations.
Education and Experience:
Minimum qualifications include compliance with one of the following options:
Masters of Urban or Community Planning and six (6) years of professional-planning experience with at least two (2) years of land development regulation experience.
Bachelors of Urban or Community Planning and eight (8) years of professional-planning experience with at least two (2) years of land development regulations experience.
An equivalent combination of related education, training and experience may be substituted at the City Manager’s discretion.
“Planning-related” degrees include, but are not limited to: environmental sciences, architecture, landscape architecture, engineering, law, urban studies, and geography.
Certificates and Licenses :
Must possess and maintain a valid Florida driver's license and be insurable by the City’s current insurance provided.
Certification by the American Institute of Certified Planners (AICP) is highly desired.
