Chief Building Official

Definition/Purpose:

The Chief Building Official (CBO) manages and oversees all activities within the Building Department to ensure compliance with local, state, and federal regulations. This leadership role involves directing departmental operations, enforcing building codes and zoning ordinances, and providing expert guidance to various city boards and commissions. The CBO plays a critical role in maintaining public safety, supporting community development, and ensuring regulatory compliance across all construction and development projects within the municipality.

This position requires an innovative, dynamic, and driven professional with a high level of integrity and a strong sense of urgency. The Chief Building Official should be adept at building lasting professional relationships, motivating staff, and thriving in an innovative, fast-paced environment.

Key Responsibilities:

1. Building Code Compliance:

Ensure adherence to applicable building codes, zoning ordinances, and regulations through comprehensive plan reviews, inspections, and enforcement activities.

Oversee and interpret structural, plumbing, mechanical, electrical, and zoning regulations with a solution-oriented approach.

2. Permitting and Inspections:

Review building permit applications, issue permits, and conduct inspections to verify compliance with approved plans and regulatory standards.

Monitor structures under construction, ensuring adherence to all rules and regulations required by the Building Code and local ordinances.

3. Staff Supervision:

Supervise, mentor, and develop departmental staff, including Building Inspectors, Code Enforcement Officers, and Permit Technicians, to ensure efficient and effective service delivery.

Train staff on codes, responsibilities, and policies, ensuring alignment with organizational goals and values.

4. Customer Service:

Provide information and assistance to contractors, architects, developers, and homeowners regarding building codes, permit requirements, and construction standards.

Respond to public inquiries and concerns with sensitivity and poise, maintaining high levels of customer service.

5. Policy Development:

Develop and implement departmental policies, procedures, and guidelines to enhance operational efficiency and regulatory compliance.

Analyze and modify existing processes/procedures to align with updated ordinances and improve departmental performance.

6. Collaboration:

Coordinate with other city departments, external agencies, and stakeholders to facilitate integrated development processes and resolve complex issues related to building construction and land use.

Collaborate with the Fire Department to implement fire/life safety codes and support safety initiatives.

7. Zoning Board of Appeals (ZBOA):

Serve as a key advisor to the ZBOA, providing expert guidance on zoning issues, variance requests, and interpretation of zoning codes.

Prepare reports and present findings to assist the board in making informed decisions.

8. Planning Commission:

Participate in Planning Commission meetings, offering technical input on land use, site plan reviews, and subdivision approvals.

Ensure proposed developments align with the city’s comprehensive plan and zoning regulations.

9. Property Maintenance Review Board:

Assist the Property Maintenance Review Board in addressing property maintenance code violations.

Review cases, provide recommendations, and support the board’s efforts to uphold community property standards.

10. Budget Management:

Prepare and manage the departmental budget, monitor expenditures, and ensure fiscal responsibility in resource allocation.

11. Training and Development:

Conduct training sessions for departmental staff and engage in professional development activities to stay current with industry trends and regulatory changes.

Qualifications:

Bachelor’s degree in Architecture, Civil Engineering, Construction Management, or a related field; Master’s degree preferred.

Certified Building Official (CBO) certification from the International Code Council (ICC).

Minimum of 5 years of progressively responsible experience in building inspection, code enforcement, or a related field, including 2 years in a supervisory or management role.

Extensive knowledge of building codes, zoning regulations, and construction practices.

Experience with or serving on boards and commissions related to zoning, planning, and property maintenance.

Strong leadership, organizational, and communication skills.

Proven ability to interpret and apply complex regulatory standards and resolve issues effectively.

Physical Requirements:

Ability to perform field inspections and traverse construction sites as necessary.
