L3Harris is seeking a lead program Manager for the ISR Networks Business units to lead multi-functional teams in program execution, financial management, Risk & Opportunity management, proposal and production execution for US AIRFORCE programs. This opportunity is for the person who has the unique blend of project management, financial management and human resource management paired with the innate ability of an effective team leader. This role will report directly to Sr. Manager of Program Management, ISR Networks Business Unit and is responsible for succesfully communicating to support successful execution and business growth. This efforts includes regular presentations, EACs, and status updates to AMN leadership.Relocation to the Salt Lake City UT area is a must. Relocation reimbursement will be considered on a case-by-case basis.Essential Functions:Drive development, test and build of the IPT sub-system by leading the IPT team comprised of Government, Associate Contractors, Strategic Partners, and SuppliersCoordinate with customer and internal stakeholders to identify opportunities and solutions and provide issue resolution across the program lifecycle, including proposal, production, and supportEffectively manage program risks and opportunitiesResponsible for cost and schedule performance, planning and forecastingOptimize cost, schedule and deliveries using Earned Value Management System (EVMS) methodology and toolsLead an IPT team with Engineering, Operations, Purchasing/Subcontracts Management, Finance, Contracts and Quality to support on time deliveryIdentify continuous improvement and cost reduction opportunitiesLead proposal preparation, including technical description, statement of work, and cost/schedule estimation for both sole-source and competitive proposalsProvide concise reports to management on status, potential issues, risks, and solution recommendationsProvide guidance, coaching and training to other employees across the Company within area of expertiseStrong organization and planning skillsStrong written and oral communication skillsActive Secret, or higher, US Security clearance, or confident you can obtain a clearanceQualifications:Bachelor’s Degree and minimum 9 years of prior program management experience. Graduate Degree and a minimum of 7 years of prior program management experience. In lieu of a degree, minimum of 13 years of prior program management experience.Preferred Additional Skills:Bachelor’s degree in engineering or demonstrated technical aptitude10+ years’ experience with a strong understanding of DoD program management methodologies (includes developing resource loaded IMS, executing IBR, managing complex risks, strong development program management skills)10 years professional experience as a Program or Project Manager leading program execution and proposal preparation, including technical description, statement of work, and cost/schedule estimation for both sole-source and competitive proposalsExperience leading teams in a matrixed organizationProficient using the advanced features of the entire MS Office Suite: Excel, Word, Outlook, PowerPointProficient with Earned Value Management System (EVMS) methodology and tools to monitor and report status on program execution, Cobra preferredMaster’s degree in engineering or STEM related fieldBackground in ISR networks and intel (as a requirements lead, PM, BD, or operator)Experience with US AIRFORCE ProgramsL3Harris Technologies is proud to be an Affirmative Action/Equal Opportunity Employer.
