We are seeking an exceptional individual to join our Public Works Department, Water Division team as a Water Supervisor. The ideal candidate will possess a background in potable and recycled water distribution operations, demonstrating proficiency through their experience and certifications.

The ideal candidate would hold a minimum of a Water Distribution D4 Certification and a Water Treatment T2 Certification issued by the State of California Division of Drinking Water. Beyond these credentials, they would bring extensive experience in water distribution pipeline construction, along with a proven track record in preventative maintenance of water distribution facilities and proficiency in managing pumps and municipal water wells.

Our ideal candidate would have familiarity with Computerized Maintenance Management Systems (CMMS), maintenance planning, and budgeting, adding strategic value to our operational efficiency. Experience in development work and adeptness in interpreting construction plans are highly desirable qualities, showcasing adaptability and forward-thinking capabilities.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.Supervises, assigns, reviews, and participates in the work of staff responsible for the operation, maintenance, and repair of water distribution systems.Responsible for long term planning and scheduling of maintenance work for water system facilities, including preventative maintenance. Prepares work orders and assures timely completion.Ensures that preventative maintenance work is scheduled and completed appropriately in accordance with Computerized Maintenance Management Systems (CMMS). Maintains preventative maintenance records in CMMS. Coordinates work with Lead Water Operators.Generates reports and work plans using CMMS.Assists in generating cost data for budget planning to identify upcoming replacement costs per CMMS. Assists in preparing budget recommendations and monitors expenditures.Trains assigned employees in water distribution operations and construction, including preventative maintenance. Works to cross train staff from other areas of the Water Division to provide for succession planning and career growth in Water Division. Works with employees to correct deficiencies.Supervises both Distribution Crew and Preventative Maintenance Crew and prepares performance evaluations. Directs Field Operations in the field of the Distribution Crew. Participates in construction work and operates equipment as necessary.Meets with Assistant Superintendent and Superintendent to keep them informed of activities.Assists in parts procurement, contracts and purchasing procedures. Assists in research of materials and coordination.Assists in the development of goals and objectives as well as policies and procedures.Assists engineering staff and consultants and contractors with data collection and studies.Identifies future capital project needs with CIP staff in coordination with the Water Superintendent and Water Resources Manager.Identifies equipment where parts are no longer available, and schedule for replacement before failure of critical equipment.Oversees long term scheduling and preventative maintenance planning and project tracking.Oversees more complex construction and handles decision making on the field.Oversees developer water facility construction and coordinates with engineering staff. Oversees and participates in inspecting, testing, and assuring compliance with construction plans in coordination with engineering staff. Ensures compliance with guidelines and standards.Respond to and resolve difficult and complex citizen inquiries and complaints.Maintains records of operations and maintenance activities, prepares reports to meet state and federal regulatory requirements and departmental requirements.Handles the weekly work scheduling, maintenance scheduling, scheduling time off and work order management.Performs related duties as required.The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.Knowledge of:

Supervise, organize and review the work of staff.Coordinate and direct the operation, maintenance and repair of water distribution systems. EDUCATION AND EXPERIENCE GUIDELINES

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

Seven (7) years of experience in a related field, including at least one year of lead supervisory experience. Requires a minimum of 5 years of experience in the construction, repair and maintenance of water pipelines and related facilities.License or Certificate:

Possession of a valid California Class A driver’s license with tanker endorsement. Possession of a D4 Water Distribution Operator Certificate and T2 Water Treatment Certificate, issued by the State of California Division of Drinking Water.
