SOCIAL SERVICES AGENCYAdministering a number of human services programs, the County of Orange Social Services Agency (SSA) is composed of four business divisions: Assistance Programs; Children and Family Services; Family Self-Sufficiency & Adult Services; and Administrative Services; and over 4,300 dedicated employees, providing human services to an average of one in four Orange County residents. THE OPPORTUNITYThis position is a second level supervisor over one or more Office Supervisor (C) and/or (D) positions or over Office Supervisor (A) and/or (B) positions with significantly large number of total staff (number meeting this criteria may vary over time based upon County-wide office staffing patterns).

THE POSITIONThe Sr. Office Supervisor C/D is responsible for supervising first-line supervisors; assigning and setting priorities of work, analyzing current work procedures to identify problems, developing solutions and recommendations; coordinating staffing needs; evaluating staff performance; writing/conducting performance reviews; recruiting, interviewing, recommending/denying merit increases; addressing grievances and personnel performance issues, i.e. counseling employees, preparing and conducting discipline interviews; initiating formal discipline procedures; developing current and long-term requirements for clerical supervisory personnel and equipment; preparing written justifications, proposals and cost analysis; acting as assistant to Records Manager; analyzing, developing, implementing, and interpreting administrative and departmental policies and procedures related to the respective agency.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIESThe ideal candidate will possess excellent interpersonal and organizational skills; must have strong oral and written communication skills; ability to act as liaison between manager and subordinates transmitting messages, orders and requests; compose correspondence independently based on policy and guidelines; coordinate and supervise work of others.

Technical Knowledge/Experience

Thorough knowledge of general office procedures and equipmentKnowledge of basic mathematics including percentages, means, medians, and other elementary statistical measuresProficient in MS Word, Excel, Outlook, and PowerPoint

Leadership/Supervision

Lead staff toward meeting the department's objectives by fostering continuous improvement and innovationPerform all aspects of supervision, including staff development and trainingDelegate work effectively to get the job done

SPECIAL QUALIFICATIONS:Candidates for SSA will be required to undergo and successfully clear a background clearance check prior to the start of their employment. All employment offers are contingent upon successful completion of a background check. Areas considered in the background check include conviction history, employment history, professional references and education verification (i.e. degree, license, or official transcripts) if applicable. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.) - In addition, a Child Abuse Central Index (CACI) background clearance check may be required.
