POSITION SUMMARY

Under the general administrative direction of the Director of Operations and Board of Water Works, the Plant Manager oversees the water filtration plant(s) operations for the City of East Chicago. In this role, the Plant Manager ensures that the water filtration plant(s) and its operators comply with Environmental Protection Agency (EPA) and Indiana Department of Environmental Management (IDEM) state health standards by regularly testing the water supply and maintaining accurate, timely records. The Plant Manager is also responsible for maintaining a safe work environment and ensuring all filtration plant equipment is in proper working condition.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provide daily direction and administration of the water filtration plant(s).

Supervise operations, laboratory, instrumentation, and maintenance staff, including subordinate managers and union personnel.

Coordinate emergency response activity for unscheduled power failures, faults, and outages.

Advise filtration plant employees of required and/or recommended training programs to improve employee skills development and plant operations, including safety, professional development, technology, etc.

Attend regularly scheduled and unscheduled meetings with the Water Board, department heads, and Director of Operations as required or requested.

Ensure all records are properly maintained along with the proper and timely submission of required reports to federal and state authorities.

Remain abreast of changes in governmental rules and regulations that may impact filtration plant operations.

Coordinate plans and establish (monthly, quarterly, annual) goals with the Director of Operations regarding filtration plant operations.

Respond to inquiries, concerns, and complaints from citizens, industries, etc.

Organize employee work schedules to maintain continuity of filtration plant operations.

Manage department operating budget, and make recommendations to the Director of Operations regarding capital budget needs.

Work with the Director of Operations to develop standard operating procedures (SOPs) for safe efficient operation of the filtration plant(s), during normal and emergency operating scenarios; and update as required.

Reviews service and maintenance contracts and oversees contracted services for adherence to specifications and determination of completeness of work.

Conducts personal conferences with staff to ensure that City and departmental policies, rules, and regulations are understood and being followed. Also, meets with employees to address work-related problems and disciplinary actions related to the city’s HR policies (including, but not limited to drug testing, time off, etc.)

Verify payroll and monitor timecards for employees.

Perform annual evaluation and review of employee performance, including recommendations for promotion, further training, or termination, as necessary. All actions are to be taken following all applicable laws, collective bargaining agreements, personnel by-laws, and personnel practices and policies.

Conduct facility tours as required.

Participate in job candidate interviews for filtration plant staff positions, as necessary.

KNOWLEDGE AND ABILITIES

Previous experience with surface water treatment plant operations desired.

Previous experience with conventional and membrane treatment plant systems is preferred.

Ability to direct, counsel, and lead filtration plant staff.

Strong communication skills (verbal and written).

Ability to work well with others (within the department, across city departments, and with the public).

Ability to pay close attention to details.

Strong organizational skills, including the ability to keep accurate records and files.

Knowledge of federal, state, and local laws and regulations related to surface water treatment operations.

Ability to pass a criminal background check, driver’s license, and drug test.

EDUCATION AND EXPERIENCE REQUIREMENTS

High school graduate or GED required. College graduate (associate or bachelor’s degree from an accredited college or university) with a course of study related to drinking water is preferred.

Minimum of five years of management experience with progressive levels of responsibility in a position with significant operational and financial responsibility over a medium to large municipal or other government utilities operation, or equivalent business / corporate experience.

REQUIRED LICENSES OR CERTIFICATIONS

Current licensure as an Indiana Class WT6 drinking water operator, or ability to obtain WT6 license within a specified period of hire date.

Must attain appropriate water treatment certifications as a condition of employment.

Must possess a valid driver’s license.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

The conditions herein are representative of those that must be met by an employee to successfully perform the essential function of this job.

Environment - Work is performed in a water treatment plant. Work is performed indoors and outdoors. The work environment is both formal and informal, team-oriented, having variable tasks, pace, and pressure. Overtime and attending meetings outside of regular work hours may be required.

Physical – Primary functions require sufficient ability and mobility to work in a water treatment plant; to stand or sit for prolonged periods; to occasionally stoop, crawl, bend kneel, crouch, reach, turn, and twist; to lift, carry, push, and pull light to moderate amounts of weight; to operate plant and office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to drive; and to verbally communicate to exchange information. Occasionally push/pull objects weighing up to 100 pounds; occasionally required to lift/carry objects weighing up to 50 pounds.

Vocal – Vocal communication is required for expressing or exchanging ideas using spoken words and conveying detailed or important instructions to others accurately, loudly, or quickly.

Vision – Ability to see objects in normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.

Hearing Ability to hear in normal audio range with or without correction.
