Cadmus Group is seeking a CLA (Collaboration, Learning, Adaptation) Specialist for an ongoing global project in international digital development.Digital Forward (February 15, 2024 to February 14, 2029) is USAID’s primary mechanism for bolstering digital technology programs and accelerating open, inclusive, secure, and rights-respecting digital ecosystems in alignment with goals presented in the USAID Digital Policy.The CLA Specialist will be a member of the Digital Forward Core team based in Arlington, Virginia. In this global role, the CLA Specialist will support a growing number (15+) of projects under the Digital Forward mechanism in their CLA needs. Current projects include activities in Sub Saharan Africa, Southeast Asia, and Latin America. Projects range widely in scope and size but share a common objective of strengthening digital ecosystems aligned with the USAID Digital Policy. Current projects include those improving cybersecurity, expanding 5G access, piloting responsible AI, and advocating for political frameworks that promote equitable and rights-respecting technological growth.In addition to supporting individual projects, the CLA Specialist will consolidate learning at the global level engaging USAID and other global stakeholders in a mechanism-wide CLA approach.Approximately 50% of the position is expected to be supporting one project focused on workforce development and ORAN technology.The CLA Specialist will report to the Core Team MEL Specialist with a dotted line of reporting to the project director of the ORAN project. The position is hybrid, with the Core team working in-person two days per week in Arlington, Virginia. Travel is expected 2-4 times per year.ResponsibilitiesLead all CLA-related tasks for the Digital Forward mechanism and its projects portfolio.Serve as a technical expert for CLA trainings, capacity building, knowledge management, and shared learning activities.Coordinate with USAID stakeholders and partners to identify gaps in knowledge across the USAID Digital Forward portfolio and facilitate the development of the Digital Forward learning agenda.Provide support and technical expertise to existing CLA activities with the aim of strengthening the overall CLA strategy.Support USAID and its partners to integrate M&E findings, including context indicators, into strategic and new project design.Support general MEL functions of the Digital Forward mechanism as needed (e.g., preparing/presenting indicators in reports/calls/presentations, consolidating data from projects to the mechanism, etc.).QualificationsMaster’s degree in international development, project management, statistics, or economics or another related field.Minimum of 4 years of progressively responsible experience including leading the CLA strategies of USAID and/or other donor funded activities.Experience facilitating the development of learning agendas is highly desired.Experience providing CLA support to USAID and/or other donor-funded projects.Expertise in facilitation and training in both large, formal settings and strong interpersonal skills for coaching and mentoring in informal settings.Experience in organizational development is desired.Experience in communication of findings and facilitating learning and knowledge sharing events for various audiences.Experience working on an evaluation or learning team.Familiarity with USAID MEL policies and procedures and USAID CLA guidance and tools.Strong interpersonal and oral communication and presentation skills.Strategic communications experience is preferred.MEL planning and processes, and research methods, including qualitative and quantitative data collection and analysis are preferred.Additional Information:Candidates must be eligible to work in the United States as a U.S. Permanent Resident or U.S. Citizen.Based on eligibility and job status, Cadmus offers an excellent benefits package to include: medical, dental, vision, company-paid disability and life insurance, 401(k) program, paid time off (PTO), paid holidays, voluntary time off (VTO), tuition reimbursement, adoption assistance program, other optional benefits, and various bonus programs.The minimum starting salary for this position is $85,000.
