This position is responsible for coordinating and supervising all commercial and residential building plans review and permitting activities for construction throughout the city. It performs management, administrative, and technical work in achieving compliance with the Florida Building Code, Life Safety Code, Florida statutes, federal laws and regulations, and adopted municipal ordinances to provide for the health, safety, and welfare of the City. Work is performed with considerable independence under the general supervision of the Building Services Director.NEW **$2500 Hiring Incentive**To be eligible for the hiring incentive, employee must be in the position continuously for at least 120 days after hire, completion of probationary period, and be employed by the City of Clermont. Hiring incentives are subject to applicable payroll taxes and other withholding.This position is exempt. Fair Labor Standards Act overtime provisions will not apply.Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled.Responsibilities

Administers the permitting, review, and inspection of construction projects to ensure compliance with all applicable City, state, and federal code and regulatory requirements for new and existing residential and commercial buildings throughout the City.Interprets and enforces the Florida Building Code and certifies the issuance of all building permits.Performs plan review of all plans and specifications for code compliance.Coordinates inspections and responds to complaints involving building codes and City ordinances.Keeps informed of new construction methods and materials.Participates on Site Review Committee as needed, reviewing development proposals and their consistency with applicable codes and regulations.Provides excellent customer service, communicates effectively and courteously with the public, and assists customers in obtaining compliance with building codes and City regulations.Utilizes permitting database software as well as office support software.Prepares and recommends revisions to the City's land development regulations and to department policies regarding issuing of permits, licensing of contractors, and inspection procedures.Manages all administrative duties of Building Services including records management and budgetary accounting of revenues and expenses.Writes, reviews, and edits official documents.Attends and conducts various meetings.Assists director in promoting staff development through a culture of customer service, culture of continuous improvement, and a culture of learning.Benchmarks with similar-size central Florida cities to develop peer relationships for sharing ideas and developing best practices.Assists in developing a department 10-year plan to support the City's community vision while promoting job growth and sustainable development.Represents the City at meetings of civic, professional, and community organizations, as needed.Alerts Building Inspector II/Plans Reviewer to safety hazards in the field.Performs other duties as assigned.Minimum Requirements

Bachelor's degree from an accredited college or university in Engineering, Public Administration, Architecture, or a Construction-related field.Minimum of five (5) years of progressively responsible, related experience.Or equivalent training, education, and/or experience.Possess Florida state certification and licensure as a Building Code Administrator.Possess Florida state certification and licensure as a Standard Plans Inspector.Prefer Florida state certification and licensure as a Standard Inspector (building).Prefer Florida state certification and licensure as a Standard Inspector (commercial electric, mechanical, plumbing, and residential electric).Valid Florida Driver's License.In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.Physical Demands

Continual light work and occasional heavy work.Requires frequent walking and standing, climbing, stooping, reaching, and bending.Good finger/hand dexterity and hand/eye coordination.Good eyesight, hearing, and speech.Regular driving of vehicle.Work Environment

Works inside an environmentally controlled space, but will intermittently work in adverse environmental conditions (e.g., heat, cold, and rain) for moderate periods of time and exposure to construction and water/wastewater site hazards, traffic, and moving machinery during site inspections.The City of Clermont is an Equal Opportunity Employer.
