Our employees currently support a variety of Defense and Civilian agencies.Job Summary:We are seeking a highly qualified Program Manager with a Master of Public Health (MPH) and Project Management Professional (PMP) certification to oversee a team that supports a Federal Advisory Committee Act (FACA) Board. The Program Manager will oversee a team of research analysts who support the board's activities, ensuring effective governance, compliance with FACA regulations, and the integration of research and analysis into board decision-making. This role requires strong leadership, organizational skills, and experience in public health, project management, and research supervision.Responsibilities and Duties:Provide general advisory support to government to identify risks and ensure that critical administrative customer service actions occur.Support and forge relationships with the client, action/staff officers of MHS and interagency partners, including oversight bodies, as required, such as the ASD(HA), Offices of the Services’ Surgeons General, USUHS, DHA Directorates and MHS Centers of Excellence.Coordinate program management functions with strategic oversight bodies, as directed.Review Reports to Congress (RTCs) to include drafting data calls and collecting input from the military Services and other DoD offices or organizations and drafting required correspondence (e.g., action memos, executive summaries, coordination sheets, etc.). RTCs require government approved timeline and table of contents prior to drafting data calls and drafting full reports.Review Decision Paper Packages to include drafting required correspondence (e.g., action memos, executive summaries, coordination sheets, etc.) and drafting the required decision paper or official correspondence document.Review information papers, executive summaries, and tasker responses for subject matter content related to governance groups and reports supported by the contractor.Review DHA response and tracking of input to Government Accountability Office (GAO) Audits, to include coordinating entrance and follow-up interviews; tasking and tracking specific requests and input from identified stakeholders; assisting with coordination and review of comments to “Statement of Facts” and draft GAO reports, and assisting with coordination and development of the Department’s official response.Review development of annual reports by submitting a proposed outline and timeline for drafting each annual report prior to starting work on the annual report. Must have worked on a high-visibility or mission critical aspects program.Organizes, directs, and coordinates the planning and production of all contract support activities and personnel.Operates within client guidance and contractual limitations.Serves as focal point of contact with Contracting Officer Representative (COR) on program activities and performs day-to-day management of contract execution.Ensures that all required resources including manpower, production standards, and facilities are available for program implementation.Demonstrates written and oral communication skills.Establish and maintain technical and financial reports demonstrating project progress.Delegates responsibilities to subordinates and oversees successful contract/task order completion.Support business development and proposal activities.Qualifications and Skills:Education: Minimum requirement of Bachelor’s degree in a science-based discipline or a related field; Master of Public Health (MPH) or a similar health-related advanced degree is preferred.15 years of program management experience, preferably within the DHA or medical/clinical community.Certifications: Project Management Professional (PMP) is required.A demonstrated ability to effectively coordinate and collaborate with governance working groups or other multidisciplinary teams is highly desirable.Experience using Correspondence and Task Management System (CATMS), Enterprise Task Management Software Solution (ETMS2), or another correspondence/task system is preferred.Benefits and Perks:Medical / Vision and Dental Plans.Holiday and Personal Time Off Pay.401K plan.Life Insurance.Education and Training Assistance Program (discussed during the onboarding process).Incentive Plans and Referral Bonuses.Employee Assistance Programs.Kymber Consulting Group, LLC is an equal opportunity employer and all qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, disability status, protected veteran status, or any other characteristic protected by law.
