The Town of Vienna seeks an energetic, community-focused planner to join the Department of Planning and Zoning team. This position involves a range of professional planning activities, including reviewing development proposals and permit applications for compliance with Town codes and policies, preparing staff reports, conducting research, and delivering presentations. The planner will work closely with residents, developers, and colleagues across Town departments, contributing to projects that shape the community’s future. Planners work under the direction of the Director and Deputy Director, developing work methods and sequences, with increasing levels of independence with advancement.

Work Schedule:Monday through Friday 8:00 AM - 4:30 PMOccasional Evening Meetings

Duties and ResponsibilitiesThe core duties and responsibilities listed below apply to all planner positions (Planner, Senior Planner, and Principal Planner). However, the scope, complexity, and independence of tasks will increase with the level of the position. Senior and Principal Planners are expected to handle more complex projects, provide higher-level guidance, and make more significant decisions that impact the community and organization. Compensation is based on the level of experience, skills, and qualifications as outlined in the minimum requirements for each position.

The functions listed below represent the majority of the time spent working in this position. Management may assign additional functions related to the position's type of work as necessary.

Essential Functions:

Review and process permit applications and other approvals for residential and commercial projects; interpret Town Code, especially zoning regulations; provide applicants with status updates and technical information.

Participate in complex project reviews, including rezonings, special/conditional use permits, subdivision and site plans.

Provide guidance and recommendations on zoning and development permit issues to residents, developers, and other applicants through various communication methods.

Conduct research and analyses for planning projects such as the Comprehensive Plan, small area plans, zoning amendments, and other short- and long-range plans.

Assist residents, businesses, developers, and other entities with planning and zoning inquiries, providing guidance and recommendations through e-mail, phone conversations, and in person at the front counter.

Serve as staff representative, including preparing reports, for boards and/or commissions, as assigned.

Prepare reports and other documents for the Town Council, boards, and commissions.

Present findings and recommendations at Town Council, boards, commissions, and community meetings, including attending evening and occasional weekend sessions.

Additional Duties:

Advise the Planning Director, Deputy Director and other designated officials on planning-related matters.

Utilize various software tools essential to planning, such as Microsoft Office and permitting software.

Proficiency in GIS, Adobe Creative Cloud, and other planning software is highly valued. We are looking for planners who can leverage these tools to drive innovative solutions.

Respond to Freedom of Information Act requests and coordinate with the Town’s Public Information office.

Perform other related duties as assigned.

Minimum Training and ExperienceMinimum Education and Experience Requirements and Preferences:

Requirement for

Planner

– one of the following:

Associate’s Degree + 4 years of experience related to planning and zoning; or

Bachelor’s in an unrelated field + 2 years of planning experience; or

Bachelor’s/Master’s in planning or a closely related field with less than 2 years of planning-related experience.

Requirement for

Senior Planner

– one of the following:

Bachelor’s + 4 years of progressive planning experience, or

Master’s + 2 years of experience in professional planning work.

Requirement for

Principal Planner

– one of the following:

Bachelor’s + 8 years of progressive experience in planning; or

Master’s in planning or a related field + 6 years of progressive experience in planning.

Special Certifications and Licenses:

Membership in the American Institute for Certified Planners (AICP) and/or Virginia Association of Zoning Officials (VAZO) as CZO or CZA is preferred but not required.

A valid state driver’s license is preferred.
