1Overview

The Legal International Trade Compliance (ITC) Specialist/Sr. Specialist will administer and manage export and import authorizations in accordance with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR) and Corporate policies. The successful candidate will support the lead Empowered Official for the Company through development, implementation, execution, and management of, and compliance for, export and import authorizations for Electric Boat (EB). This position is based out of Groton, Connecticut, and oversees activities at multiple locations in the US, as well as international site offices.This position requires working with the EB ITAR Empowered Official, EB Security, NAVSEA, General Dynamics Corporate International and Legal departments, as well as government and defense industry personnel, both US and foreign. This position is also responsible for overseeing and mentoring less experienced ITC personnel. The responsibilities of this position include, but are not limited to the following:Oversee and enforce export compliance policies and procedures at multiple US and foreign locationsEnsure program policies and procedures are maintained for EB and off-site locationsEnsure applicable export compliance training requirements are in place for Import/Export (IMEX) Program administration team and affected employeesPrepare, administer and manage exemption-based authorizations, Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), and hardware licenses for export of ITAR controlled technical data and defense services, hardware, services and coordination of importsPrepare, administer & manage export of EAR controlled itemsCoordinate export control classification analysis with program engineering and EB logistics organization for hardware exportsInterface with EB supply chain, including logistics and information technology (IT) personnel to ensure compliance with international trade regulations and Corporate policiesEnsure foreign travel and foreign national visitor requests comply with existing export authorizations and Corporate policies and procedures, including training, program security and recordkeeping requirementsPartner with internal audit to develop the scope for and guide the execution of annual ITAR activity reports & self-assessmentsSupport the EB Joint International Trade Compliance Team to provide coverage support and cross training across programsWork with subcontractors, vendors, and government resources to ensure compliance with International Trade Regulations and Corporate policies/requirementsMaintain continuous communications with internal and external customersThis is a high-visibility position with regular interaction with senior leadership. Additionally, ITC personnel will interface with a variety of internal organizations including programs, engineering, planning, operations, test, purchasing, contracts, finance.Primary location of work is the EB shipyard in Groton, CT. Some remote work is possible with periodic business trips to CT and RI sites and GD Corporate Headquarters (VA) as necessary.Attributes of Successful Candidate:

Background in International Trade Compliance regulations, export classifications, export licensing, license exemptions and exceptions, and managing (TAAs/MLAs) and DSP licensesStrong diplomacy and interpersonal skills; team building skills; ability to form positive partnerships with other parts of the organizationSelf-starter who is detail-orientedStrong oral and written communication skills, sound judgement, professional demeanor, good work ethic and acumenStrong organizational skills and the ability to plan and establish priorities for a wide array of projectsExperienced with Microsoft Excel, Word, and PowerPointQualifications

Required:BS/BA Degree or Paralegal CertificateFour years of export compliance experience, including experience managing Technical Assistance Agreements/ Manufacturing License Agreements (TAAs/ MLAs), DSP licenses, ITAR exemptions/ EAR exceptions and regular attendance at related industry conferences and/or seminarsExperience with OCR EASE DOS Licensing modules, DECCS and, Visual Compliance (or similar screening application) software toolsPreferred:Advanced degree (legal, engineering, or business administration)Five years of experience in the Defense IndustryFive years related experience managing or overseeing export compliance, including experience preparing and managing TAAs/MLAs, DSP licenses, and ITAR exemptions/EAR exceptionsITAR Subject Matter Expert; Empowered Official experienceExperience with OCR EASE Authorization Management, Commodity Classification, DSEA and Export Operations modulesExperience working with or overseeing international supply chain activitiesActive DOD clearance
