Senior Project Manager

Serves as a senior leader and manager of the engineering division by directing, overseeing, supervising, and planning activities, functions, and personnel related to project management. Represents Jackson County Department of Transportation as the liaison with Townships and other key project stakeholders.

RESPONSIBILITIES:

Under the general direction of the Director of Engineering/Deputy Managing Director, leads, prepares, and oversees the development of comprehensive project plans for roadway and infrastructure maintenance from initiation to close ensuring fiduciary responsibilities are met. Assesses projects to recommend changes, identify risks, and develops mitigation strategies to ensure compliance with applicable federal, state, and county specifications.

Attends meetings, committees, and stays informed of industry best practices to teach and share innovations with staff.

Directs and leads Project Managers, Technicians, and Interns on multiple projects simultaneously, ensuring all aspects are delivered on time, within scope, and within budget.

Develops and prepares comprehensive project plans, including timelines, milestones, resource allocation, estimates, specifications, and budgetary considerations. Delivers presentations for Townships, the Jackson County Board, and other key stakeholders.

Assists the Director of Engineering in the development of short and long range construction and improvement projects.

Has a knowledge and understanding of computer software packages, such as AutoCAD, MERL, Field Manager and Field Book, RoadSoft. In coordination with the Senior Civil Engineer, manages, directs, and oversees project team member’s use of related software packages. May provide technical assistance and support to staff.

Works in coordination with the entire engineering team to prepare all Act 51 reports regarding new roads and infrastructures within the Jackson County road system.

Assists the Senior Civil Engineer with tracking road classifications and status changes for all state and federally funded roads.

In coordination with the Senior Civil Engineer: Directs and oversees engineering staff to acquire survey information, codes, specifications, and input from regulatory agencies (e.g., Michigan Department of Transportation (MDOT), Michigan Department of Great Lakes and Energy (EGLE), and Department of Natural Resources (DNR)) to develop and design road, bridge, drainage, construction, and maintenance projects; Directs and oversees engineering services and integration with the operations division, including technical advice on design, construction, maintenance, and drainage issues as requested.

Reviews construction plans, proposals, and conducts on-site inspections to ensure compliance with applicable federal, state, and county specifications.

Routinely required to creatively modify and adapt plans to keep pace with changing environments and make sound recommendations to the Director of Engineering and/or Managing Director on necessary adjustments.

Conducts post-project evaluations to assess outcomes, identify weaknesses, and implement improvements for future projects.

Attends the Jackson County Board and committee meetings, and represents Jackson County through attendance and participation at various meetings and technical conferences.

Stay informed about industry best practices, emerging trends, technologies, new methods and techniques related to project management, road construction, and safety improvement.

Foster effective communication, collaboration, and interactions with employees, members of the public, contractors, suppliers, key stakeholders, and government personnel ensuring alignment with project goals, objects, and to resolve road related concerns.

May serve as the Assistant Director of Engineering, and as needed may be appointed as the acting Director of Engineering in their absence.

QUALIFICATIONS

Education: Possession of a Bachelor’s Degree in Project Management, Construction Management, or Civil Engineering, with background experience in surveying, drafting, computer aided design, math, structural analysis and design, soil mechanics, hydraulics, hydrology and geography. A Master’s Degree is preferred.

Experience: A minimum of five to seven years of experience in project management, construction inspection, civil engineering, surveying, design, drafting, or related area including a minimum of two years of experience with road/infrastructure/public works management agencies, construction management, or maintenance supervision, or an equivalent combination of experience and education. Experience managing a team of employees and in a senior leadership position is preferred.

Other Qualifications: Possession of a valid Michigan Driver’s license.
