Under the direction of the Community Development Director, the Senior Planner is responsible for a variety of complex and professional current or long-range planning duties including administering zoning, subdivision, shoreline, and environmental regulations; provides interpretations and assures that land use proposals comply with environmental impact requirements under SEPA and other environmental legislation; administer environmental, land use and zoning processes; develop land use policies; inform the public, land developers and others regarding code requirements; perform lead duties and provide work direction on planning projects as assigned; develops staff reports and makes presentations before the Planning Commission, Tree Board, Hearing Examiner, and other public forums, as required.This is a full-time, benefit eligible, non-exempt position eligible for overtime.Permits, Land Use Applications & Community Development Department Public Outreach

Meet with customers and applicants to explain City planning policies, development standards, regulations and long-term vision for the City.Works courteously and actively with customers, the public, and other City staff on problem-solving.Assists the public with the preparation of land use permit applications at the counter. Assists in the preparation of regulatory profile and conducting pre-application meetings, determines application completeness, and enters information into electronic permit system, collects fees, and issues permit and receipts.Reviews construction and civil engineering plans for consistency with conditions of approval; make recommendations to the consulting engineers for compliance with Zoning Code and conditions of approval. Ensure that Hearing Examiner conditions are addressed in building permit review and approval.Writes correspondence and reports; prepares administrative determinations/code interpretations.Evaluate proposed policies and development regulations. Prepare reports that clearly explain evaluation results and alternative methods of achieving desired results.Prepares new land use application materials and information bulletins for availability in the City Hall and to be posted on the City’s website.Meets with applicants, developers, architects, contractors, and others regarding development plans; develops and updates checklists, comments and critiques; interprets and explains City, state and federal laws, codes, regulations and requirements.Provides counter, email, and telephone assistance to the public, land developers, officials and others; review business license and building permit applications to assure compliance with zoning codes; answer questions and explain and interpret City zoning codes and ordinance requirements.Updates and maintains the Community Development Department’s webpage.Provides staff assistance to others in the processing of applications, plans and permits.Files, retrieves, and maintains project files.Conducts site visits and posts public notices.Reviews critical areas reports and the appropriateness of mitigation proposals.Research & Support to the Community Development Department

Assists in researching policy and project-related matters and prepares documents for decision making purposes; works with other staff to support written and oral presentations to the City Council, commissions, committees, City Administrator, and other members of the public or staff. Prepares graphic displays, maps, and photographs as needed.Assists in researching and implementing software upgrades and other workflow improvements.Reviews the Municipal Code to provide recommendations for changes to Community Development Director.Drafts ordinances and resolutions.Prepares SEPA checklists for City projects.Reviews SEPA checklists submitted to the City and prepares draft SEPA threshold determinations.Code Enforcement

Informs the public on City ordinances, advising when not in compliance; issues stop work orders; investigates customer complaints; coordinates with Building Official to investigate permit violations and reports to appropriate staff members. Performs site visits related to code enforcement and planning review.Maintains code enforcement files and database.Long Range Planning Job Functions

Provide support to the Community Development Director on code and Comprehensive Plan amendments.Research and develop draft amendments to the Municipal Code as directed.Make recommendations on code interpretations & procedural matters. Advise City staff on land use, zoning, & other related topics.Other (as determined by the Community Development Director)

Provides administrative support to the Community Development Director.Provides staff support to Planning Commission and Tree Board; prepares agendas, records meetings, and transcribes minutes for public record.Coordinates project activities with other staff, city departments, and county and state agencies.Participates as an active member in City committees and interdepartmental/interagency work groups.Assume responsibilities of Assistant Planner and Permit Coordinator/Technician in their absence.Performs other duties as needed.Attendance outside of normal work hours will be necessary.Education and Experience

Required:Bachelor’s degree in planning or a related field such as geography, economics, political science, or environmental studies

AND

at least four years of experience in planning or a related profession OR equivalent education/experience.Preferred:Master’s degree in planning or related field.American Institute of Certified Planners (AICP) certification.Working knowledge of Accela or other permit tracking software.Working Conditions / Physical Requirements

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.The position works in a standard office environment; field inspections are performed in all weather conditions. Evening work is frequently required, and weekend work may be necessary on occasion. The noise level in the work environment is usually moderate.
