White Pine County is seeking applicants for the position of Grant Specialist.PurposeResponsible for researching, writing and coordinating the grant application process; management of proposals in conjunction with Department Head to which grant applies; required reporting for grant and grant close out documentation. Works under the direction of the Finance Director.DISTINGUISHING CHARACTERISTICS:This position provides grant support for county offices and departments.ESSENTIAL DUTIES AND RESPONSIBILITIES:

The duties listed below are examples of the work typically performed by an employee in this position. An employee may not be assigned all duties listed and may be assigned duties which are not listed below:Works with Department Heads and Finance Director to identify countywide needs, develops a list of potential funding opportunities to meet those needs and creates an annual grants strategy to meet as many needs as possible.Work with department heads and elected officials to compile financials and data required to develop effective grant proposals.Write high-quality grant proposal narratives, applications, and supporting documents.Manage the proposal submission process to ensure timely submission of all required materials.Coordinate and follow-ups on the progress of submitted proposals.Develops and maintains a proposal calendar for recurring grant opportunities.Conduct prospect research to identify, cultivate and solicit new grants.Maintains lists of private foundations/donors to assist with funding various projects.Works with Finance Director to have grant applications and awards approved by Board of County Commissioners in compliance with County’s grant management policy.Works with department head or elected official for whom grant was initiated to ensure proper management and reporting of grant including grant closeout.Ensures compliance with all aspects of the County’s grant management policies, granting agency requirements and State and Federal law.Maintains grant files as directed and required by Finance Department in order to meet the requirements of the A-133 audit.Understands and maintains general ledger for grant funding, creating journal entries when needed and reconciling accounts.Understands and maintains budgets and creates budget revisions as needed.Understands and maintains fixed assets, fixed asset reconciliation on granting purchases.Assist with the execution of development strategies, serving as liaison to funding agencies and organization.Understands and has working knowledge of Construction Manager at Risk, Public Works, Project Management and Request for Proposal, Request for Quote, Payroll, Expenses, Draws, etc.Perform other duties as assigned.QUALIFICATION FOR EMPLOYMENT:Knowledge, Skill and Ability:Knowledge ofGrant writing process.Laws and audit requirements as they apply to state and federal grants.Tracking of match requirements including necessary documentation for various types of match agreements.General ledger, budgeting, fixed assets and reconciliation processes.SkillsDemonstrated ability to write successful grant proposals.Detail-oriented, organized, deadline-driven.Clear, precise and compelling writing skills.Motivated self-starter.High proficiency in all areas of Microsoft Office including Outlook, Word, Excel and PowerPoint.Public speaking to present information to Board of County Commissioners.Ability toWork independently or on a team with purpose and accuracy in a fast-paced environment.Conduct online research effectively.Proficient with measuring the reaching income goals and deadlines.Communicate effectively verbally and written.Special RequirementsExperience and Training : Any combination of experience and training that would provide the required knowledge, skills, and abilities may be used to qualify for employment. A typical way to obtain knowledge, skills, and abilities is described below.Position requires two or more years of experience in grant writing or grant management. Associate's degree or higher preferred.PHYSICAL REQUIREMENTS:

The physical requirements described here are representative of those that an employee typically must meet to successfully perform the essential functions of the job.Position functions indoors in an office type environment where most work is performed at a desk. Must be able to occasionally lift up to 50 pounds.Position also may require outdoor visits to sites for granting opportunities and meetings.WORKING CONDITIONS:Environment is generally clean office environment working with routine office equipment including computers, faxes, copiers and phones. Requires research of archival documents in the County’s storage facilities.
