The Principal Planner will work with a variety of assignments within the Planning Division of the City of Burlington’s Planning Department. The duties are primarily in the areas of development review and coordination of preliminary plats, site plans, annexations, and text amendments. This position will also facilitate the City’s Pre-Application Conference process, oversee the Technical Review Committee, provide staff support for related boards, and prepare text amendments. Employee must exercise decision making regarding the allocation of time and resources to project management, including the Unified Development Ordinance. The position requires the ability to coordinate with and provide support to the public, and attend meetings as needed. Work performance is evaluated through daily discussions and under the regular supervision of the Planning Services Administrator.EXAMPLE OF DUTIESCoordinating development review process including communications/guidance for the development community and organizing and properly maintaining development files/information.Guiding property owners and developers through the process of developing property in accordance with all applicable rules and regulations.Leading role for the development review process, including the Technical Review Committee and Pre-Application Conference processes, to ensure all development processes are properly conducted, as well as the Planning and Zoning Commission.Providing assistance to current planning efforts through site plan review and discussions with citizens concerning development issues.Coordinating citizen commission meetings concerning a variety of projects.Revising City policies and preparing reports regarding planning.Preparing occasional grant applications, and administering occasional grant projects.Performing data capture, plan preparation, public meetings and revisions to long range planning and code revisions.Navigating the City’s online permitting portal, BurlingtonSmart, to administer permitting activity, reporting, and monitoring.Contributing to interpreting and enforcing the Burlington Unified Development Ordinance and Code of Ordinances, to ensure consistent and fair application with the development community to promote a developer-friendly culture while improving development quality within the community.Serving as the knowledge base for the City regarding annexation laws and statutes; processing annexation requests.Processing subdivision/plat requests.Answering questions from citizens and staff about planning.Explaining land use regulations in a consistent manner based on precedence of interpretation and established land use principles to the public and others.Supervising interns and providing assistance to other planning staff.Creation of graphics, maps, etc. as needed.Comprehensive knowledge of planning theory and practice.Comprehensive knowledge of state statutes and local ordinances with an emphasis on specialty planning areas.Ability to manage and conduct in-person and virtual public participation activities, meetings and hearings.General knowledge of computer applications in planning, word-processing and spreadsheets, GIS, Google Earth, Adobe.Ability to function independently and to communicate orally and in writing.Performing additional duties as required.SUPPLEMENTAL INFORMATIONWork in this class is described as being sedentary and seldom requires much physical exertion to complete tasks. Work typically involves the ability to physically perform the basic life operational functions of reaching, walking, fingering, grasping, feeling, talking, hearing and repetitive motions. Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, computer terminal viewing and extensive reading. Working conditions include inside environmental conditions.
