BASIC FUNCTION

The Emergency Manager facilitates emergency preparedness planning, training, and response for the University community. The incumbent will coordinate emergency plan development and implementation for the institution, in addition to the development of individualized plans and site surveys for relevant departments, venues, and special events. The Emergency Manager will identify and provide training on crisis and emergency procedures for members of the University community. The incumbent will respond to any actual or potential emergency involving the University community as needed and provide management, support, and guidance to the Emergency Operations Center.

ESSENTIAL DUTIES & RESPONSIBILITIES

Coordinates, develops and implements all emergency plans for the institution.

Coordinates and develops individualized emergency plans for departments, venues, and special events.

Conducts site surveys of buildings, offices, venues, and special events for risk analysis and hazard mitigation.

Partners with the Office of Environmental Health and Safety to ensure relevant safety considerations in the development and implementation of emergency plans.

Provides guidance and expertise for members of the University community related to emergency planning, mitigation, and response.

Develops and coordinates training and exercise programs, of varying levels of complexity, for the University's executive leadership, Emergency Operations Center (EOC) team members, Department of Public Safety personnel, and other University personnel who will respond during times of crisis and emergency.

Identifies, develops, and implements training on crisis and emergency procedures for members of the University community.

Partners with local, state, & federal agencies for preparedness and training activities.

Manages the overall operations of the Office of Emergency Management.

Responds to any actual or potential emergency involving the University community as needed.

Serves as a member on University's committees including the Emergency Operations (EOC) Team, as well as on other Department, Division, and University committees as requested or assigned.

Serves as the Emergency Operations Center (EOC) manager during a crisis or emergency, as well as serves as liaison to local, state, and federal agencies for crisis or emergency situations.

Performs other related duties as assigned.

SUPERVISION RECEIVED

General supervision from the Director, Campus Operations.

SUPERVISORY RESPONSIBILITY

May supervise support staff.

MINIMUM QUALIFICATIONS

Bachelor's degree, with at least 5 years related experience in Emergency Management or a combination of education and experience from which comparable knowledge and skills are acquired.

PREFERRED QUALIFICATIONS

Extensive emergency management knowledge/skills, preferably in a higher education or other institutional setting.

Emergency Management/Incident Command certification(s).

Ability to travel extensively to VTSU campuses.

Possess project management and time management skills, ability to multi-task and problem solve with ease.

Strong written, oral and computer communication skills to convey information to students, faculty, & staff.

Assess risks and identify hazards in the workplace to create a safe and healthy environment.

Strong organizational skills.

Ability to train employees or teams on a regular basis on all areas of emergency response.

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge:

Knowledge of emergency management, including the National Incident Management System and Incident Command.

Knowledge of state and federal regulations in the areas of OSHA/VOSHA, ADA, etc.

Thorough knowledge of necessary training for campus staff.

Extensive knowledge of written plans, documentation, and reports required in the field.

Working ability/knowledge of software systems ranging from Microsoft suite to software designed to manage compliance, training, etc.

Skills:

Ability to influence colleagues on best practices.

Skilled at facilitating group activities and discussions.

Strong planning, administrative, and organizational skills.

Good budget management and supervisory skills.

Strong interpersonal skills for working with a wide range of VTSU constituencies.

Abilities:

Ability to lead and influence internal and external people/teams both in prevention, preparation, and crisis/emergencies.

Ability to read and interpret complex regulations.

Ability to deal effectively with fellow employees, members of the VTSU community, and a diverse range of other constituents.

Ability to communicate effectively, verbally, and in writing with various audiences, including presentations and training to the VTSU Executive Leadership Team, Students, Faculty, & Staff.

Demonstrated ability to support a diverse community and promote diverse perspectives, and cultures in an inclusive environment.

Demonstrated ability and commitment to staying abreast of emerging best practices in the industry.

Location:

Vermont State University campus, with some travel required to other campuses.
