Senior Emergency Management Program Coordinator

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

This recruitment will establish an open eligible Senior Emergency Management Program Coordinator list. This list will be used to fill an immediate vacancy with the Office of Emergency Medical Services. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange. EMERGENCY MEDICAL SERVICESEmergency Medical Services (EMS) plans, coordinates and oversees pre-hospital and emergency medical care systems in response to individual needs and community crisis. EMS program's major strengths are cooperation, patient advocacy, advanced medical technology, electronic documentation, and evidence-based data.

HEALTH DISASTER PREPAREDNESSThe Health Disaster Preparedness (HDP) section is part of EMS and is responsible for planning the agency's overall preparedness and response to a potential disaster affecting the medical and health systems in Orange County. HDP's emergency preparedness functions consist of all-hazards planning including medical countermeasures, medical and health provider preparedness, operations center development and oversight, volunteer programs, and response to pandemic and natural disasters affecting Orange County.

THE OPPORTUNITYThe Senior Emergency Management Coordinator (Sr. EMC) will work independently in the HDP section as a subject matter expert and provide technical expertise to maintain, organize, implement, and evaluate multiple HCA Emergency Operations Plans. The Sr. EMC will support the administration of the Public Health Emergency Preparedness (PHEP) grants, coordinate HDP program goals and objectives, and lead the healthcare disaster preparedness initiative. This position will also develop emergency preparedness plans, coordinate with outside agencies to enhance emergency preparedness, and oversee training and exercises.

This position will be responsible for, but not limited to, the following:Represent HCA and report/receive necessary information during the monthly Operational Area Emergency Management Meetings held with cities, special districts, mutual aid partners, OC Sherriff’s Department, OC Fire Authority, and other County Agencies.Plan HCA Training and Exercises meeting grant requirements.Develop new plans and strategies meeting program requirements.Review and build upon current plans.Participate in Health Care Coalition of Orange County (HCCOC) meetings, trainings and exercises and participate on multiple sub-working groups.Provide analysis of emergency management principles, hazard vulnerability assessments and strategies to mitigate hazards within the County directly related to impacts to the health and medical system.Collaborate with external stakeholders and community partners to coordinate paraprofessional response to public health emergencies/disasters and perform disaster preparedness exercises.Respond to activations of the County Operational Area Emergency Operations Center and other locations to assist with emergency response and recovery.Opportunity to travel for various Emergency Management conferences.

DESIRABLE QUALIFICATIONSThe ideal candidate will have at least three (3) years of experience in developing plans, procedures, and training programs for a local, State, or federal government emergency management program. Possession of or ability to obtain a valid California Driver License, Class C or higher before date of appointment.

In addition, the ideal candidate will demonstrate knowledge and experience in the following competencies:
