To perform a wide variety of duties in support of the City’s community engagement program and activities; to assist in the development of innovative and responsive partnerships that support the City’s strategic priorities and the community’s needs; to perform a broad range of community engagement work by coordinating collaborative action with City departments, community-based organizations, residents and other stakeholders; and to perform related work.

ESSENTIAL FUNCTIONSFunctions may include, but are not limited to, the following:Perform a wide variety of duties in support of the City’s community engagement program and activities.Work with project managers on cross departmental teams to assist with implementation of City initiatives and other similar efforts.Serve on local and regional committees and advisory groups related to community engagement and public health.Assist with the development of an inclusive and equitable community engagement plan.Assist with the development and maintenance of a community engagement toolkit for City staff, including best practices for public-facing meetings.Coordinate with the Human Resources Department to provide continuous learning opportunities for staff on community engagement best practices and policies.Assist departments in developing outreach methodologies for grant applications, program development, and project outreach efforts.Standardize public engagement data collection efforts.Establish and maintain online public engagement tools and work with the City’s Office of Communications to ensure communication paths are open to all residents.Develop a pool of internal and external “champions” for City engagement.Work with the Office of Communications and others to ensure consistent messaging.Engage high school and college students in job shadowing and internship opportunities in collaboration with City departments.Recruit for volunteer opportunities within the City.Serve as the liaison between community and City departments to translate community and business needs to inform City policy, projects, and programs.Help to disseminate information about the City's goals, impacts, and investments to community members, businesses, and other key stakeholders.Conduct research and prepare oral, written reports and presentations.Supervise part-time hourly staff and consultants.Assist in the preparation of federal, state or foundation grants applications and assist in the administration of such grants.Attend and actively participate in public functions and meetings representing the City.Coordinate and attend outreach/community engagement events that may be after hours or on weekends.Answer questions and provide information to the public.Investigate complaints and recommend corrective actions as necessary to resolve complaints.Build and maintain positive working relationships with co-workers, other employees, and the public using principles of good customer service.Perform other duties related to this position as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from an assigned supervisor.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:Two (2) years of increasingly responsible experience in community engagement work and collaborative partnerships

AND

training equivalent to a Bachelor’s degree from an accredited college or university with major course work in public relations, marketing, communications, business administration, public health or a related field.Bilingual (English/Spanish) skills are highly desirable.

Knowledge of :

Methods related to the implementation of a community engagement program; principles, practices and methods used in open government and community engagement practices; grant writing; methods and techniques for building relationships and trust with people from diverse cultural backgrounds; public and private partnerships; community mobilization and empowerment; administrative principles and methods, including goal setting, program and budget development, work planning and organization; pertinent Federal, State, and local laws, ordinances and rules; computer equipment and software applications related to area of assignment.Ability to :

Perform a wide range of community engagement work; facilitate communication with interdisciplinary teams both internally and externally; communicate effectively, clearly and concisely, both verbally and in writing; prepare for and present issues, programs, and information tailored to specific audiences; explain complex issues in a manner that is easily communicated and understood; foster collaboration and minimize barriers within an organization and among community members; formulate and accomplish strategic community awareness and engagement goals and objectives; assist with the development and implementation of appropriate strategies to address identified emerging community issues; work effectively in partnership with residents, community organizations, and businesses; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; manage projects and multitask; make presentations to public and private boards, commissions, and/or committees; interpret and apply pertinent City and department policies and procedures; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.Physical Demands and Working Conditions

On a continuous basis, sit at desk for long periods of time; intermittently stand and walk. Intermittently twist and reach office equipment above and below shoulders; use telephone, write or use keyboard to communicate through written means; use a computer keyboard on a regular and continuing basis; lift up to 10 pounds. See in the normal vision range with or without correction to read typical business documents and computer screens; hear in the normal range with or without correction. Primary work is performed indoors in an air-conditioned office environment with fluorescent lighting and moderate noise level. Some exposure to the external environment is required when performing duties in the course of work.
