Job Description
We are looking for an experienced Transport Compliance Manager to direct and monitor the transport operation of Swain Group Business Units. Responsible for the overall performance and compliance of the operation.
Key Responsibilities:
Ensure all front-line vehicles required for service delivery are safe, compliant, and available daily by efficiently managing third-party repairs and maintenance/service contracts for the fleet.
Advise and instruct staff on Fleet compliance, including:
Managing O Licence compliance
Monitoring OCRS scores and encounter reports
Addressing non-compliance issues
Ensuring drivers comply with Domestic Driving Rules
Conducting regular checks on drivers' log books
Support transport managers with issuing warnings for driving infringements and managing training updates
Report motor accidents promptly, oversee accurate and timely accident reports with supporting evidence, and implement improvement measures.
Address fleet compliance issues for Contract vehicles and drivers, including bi-annual vocational driving licence checks.
Oversee an effective vehicle defect reporting system, ensuring drivers perform daily checks, notify the relevant third-party service partner, and close out issues timely as per the R&M agreement.
Ensure Planned Preventative Maintenance aligns with statutory and manufacturer's requirements, coordinating with relevant departments and third-party contractors as necessary.
Monitor external maintenance contracts, ensuring vehicle presentation for PMIs and MOTs.
Ensure staff are fully trained, arranging refresher training as needed, particularly for driver CPC requirements.
Report all Fleet Compliance matters as required under the Contract.
Manage third-party vehicle lease/hire arrangements, ensuring timely fulfillment of contractual terms.
Oversee fuel management systems, including security and consumption controls.
Assist in developing and implementing contingency plans.
Manage compliance implementation, overseeing the Transport Coordinator's role.
Ensure staff understand and adhere to health and safety duties, cooperate, report unsafe conditions, and comply with Company management systems and safe work procedures.

Essential Requirements:
Previous experience in managing a transport operation of at least 250 vehicles
Experience of team building and leadership understanding of budgetary requirements
Proven experience in dealing with employee relations issues
Proven experience in managing 3rd party contractors
Fleet Manager CPC - International
Relevant H&S qualification
Desirable Requirements:
Previous experience of any of the following systems:
Tachomaster
Webfleet
Jaama
Previous experience of managing FORS audits and processes
Relevant transport qualification
