Work involves developing policies and making recommendations to department and city leaders regarding matters of transportation planning, serving on regional project teams for significant programs and regional projects, and leading long-range transportation plans and policy development.The essential functions listed are typical examples of work performed by positions in this job classification and are not designed to contain or be interpreted as a comprehensive inventory of all duties, tasks, and responsibilities. Specific duties and responsibilities may vary depending on department or program needs without changing the general nature and scope of the job or level of responsibility.Develops and monitors the annual Transportation Improvement Plan (TIP) and related Capital Improvement Plan (CIP).Performs complex transportation planning, research, and analysis for local and regional transportation plans to meet the city’s transportation goals and objectives.Provides technical input to engineering and planning staff; ensures engineering and designs meet all applicable guidelines, codes, and regulations.Investigates, evaluates, resolves or solves complex problems in transportation planning with consultants, citizens, or others in compliance with contract requirements, safety, and city expectations and standards; provides direction and/or information on change orders and ensures authorization with approved letter of authority.Briefs and advises city leaders and officials on major transportation policies that involve long-term impacts to the city, regional partners, and the public.Analyzes transportation policies; identifies issues and problems and develops potential solutions; recommends policies, plans, studies, and projects; prepares and/or reviews summary and statistical reports and recommendations; ensures implementation of proposed solutions.Serves on behalf of the city in regional transportation meetings and presentations to discuss transportation policy development; reviews policies, plans, and regulations of other jurisdictions to ensure consistency with city policies.Acts as project manager/coordinator for significant transportation programs and regional projects by establishing, monitoring, and facilitating project work plans, schedules, and budgets to ensure project initiatives are completed on time.Participates in transportation consultant selection processes, negotiates scope of work, monitors conformance to contracts, reviews and approves work products, and approves payments to consultants.Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.Answers inquiries, analyzes issues, reviews available data, and responds to the public and regional agencies on transportation policy and planning issues; provides information and recommendations.Present to Council, Boards and Commissions, and other public meetings and represents the city at meetings and events; attends evening and/or weekend meetings and events based on organizational responsibilities and/or requirements.Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.KNOWLEDGE OFPrinciples of transportation and traffic policy development and implementation, and traffic engineering practices.Current and future trends, issues, and innovation impacting local government’s ability to maintain and evolve a safe transportation system.Transit and nonmotorized design and related operations and considerations.Analytical and scientific software and digital map creation, graphics, and database software.SKILLS AND ABILITIESInterpret and make recommendations regarding engineering proposals and designs.Synthesize all aspects of urban transportation and traffic planning principles and practices (streets, transit, non-motorized, and the relationship to land use planning).Use of Microsoft Office Suite and applicable department / organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required.Clearly communicate and understand information in English, both orally and in writing, and use professional composition, spelling, grammar, and punctuation.Responsive and flexible handling of work assignments and prioritizing work to complete assignments accurately and timely.Maintain a customer service orientation and positive image of the city to the public, courteous and professional approach to exchanging information, and adhere to strict confidentiality requirements.Regularly attend work and arrive punctually for designated work schedule, including when working remotely per an approved hybrid schedule.MINIMUM REQUIREMENTSBachelor's degree in urban or regional planning, urban studies, environmental planning or science, or public administration; supplemented by six (6) years of experience in transportation planning, including one (1) year in a supervisory role; or an equivalent combination of education, certification, training, and/or experience.Employees must be residents of Washington State.CERTIFICATIONS AND LICENSESCertified as an American Institute of Certified Planners (AICP) certification for Transportation Planners or designation as a Professional Transportation Planner from the Transportation Professional Certification Board, Inc.May be required to possess and maintain a valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.PREFERRED QUALIFICATIONSMaster's degree in transportation, or urban, or regional planning and four (4) years of leading municipal transportation planning, internally or as a consultant. TPCB.PHYSICAL REQUIREMENTSDepending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time at a keyboard or workstation and extended periods of time standing and/or walking.ENVIRONMENTAL REQUIREMENTSTasks are regularly performed inside and/or outside with exposure to adverse environmental conditions (e.g., dirt, fumes, temperature, weather, and noise extremes).SENSORY REQUIREMENTSSome tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally and in writing.
