Responsible for all Contractor work performed under the contract.Provide Cost Forecasting experience and be able to respond to COR questions regarding contract cost estimation, variance, burn, etc.Provide subject matter expertise, program management, program analysis and reporting, documentation, and/or strategic planning and overall management as required to support the task order.Work independently of supervision.Oversee multiple task orders under a contract end-to-end, and assist in the direction of project-level activity and associated team personnel.Responsible for the cost, schedule and technical performance.Participate in the negotiation of contract and contract changes.Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of the contract.Act as primary point of contact for all activities, leading program review sessions to discuss cost, schedule, and technical performance.Maintain relationships with multiple clients.Manage all program activities and exercise control over personnel responsible for specific functions or phases of a program.Develop new business or expand the product line with the customer.Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.Direct the work of employees assigned to the program from technical and administrative areas.Provide project management support for the planning, implementation, and tracking of complex task areas including planning, resourcing, implementation, control, and evaluation management.Experience directing cross-functional teams to deliver projects within the constraints of schedule, budget and scope.Manage program risk, including pre-project preparations and day-to-day operational aspects of multiple projects.Execute project close activities accurately and on-time.Oversee and develop a feasible plan for multiple projects occurring concurrently to ensure that the plan achieves the goals and objectives of the projects and aligns with the organization's overall business strategy.Professional Experience and Skills

PMP Certification required.Experience directing programs to develop, maintain, and leverage solutions.Ability to identify program and project problems and recommend solutions.Strong interpersonal skills with ability to interact with all levels of professionals in a team environment.Excellent client-facing and internal communication skills.Ability to build and manage highly effective teams that are both on site and remote.Capable of developing/implementing professional development plans and career maps.Ability to work with leadership and Human Capital to resolve issues with clients and employees.Knowledge of acquisition process, contracting, contract types, procurement processes, project management.Requirements

Must be able to provide strategic advice, technical guidance and expertise to program and project staff.Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues.Consult with client to define need or problem; supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions.Required to have a current Top Secret (TS) Clearance with Sensitive Compartmented Information (SCI) Eligibility.Required Education

Must have at least 10 years of experience and an MA/MS degree.Security Clearance

Top Secret with Sensitive Compartmented Information (SCI) access required.Work Location
