The Bureau of Revenue within the Division of Finance is seeking to hire an Assistant Director of State Aid Claiming to perform the duties of a Procurement Analyst III.

Duties will include but not be limited to:Reporting and providing direct support to the Director of State Aid Claiming.Responsible for the unit’s preparation and completion of all state aid claims, exercises, and ad hoc requests.Reviewing and ensuring claims, receivables, advances, payments, schedules, and closeouts are reconciled and accurate.Monitoring patterns of spending and revenue indicators to present to executive management.Liaising with grantor agencies such as State Department of Health, and New York State Mental Hygiene Agencies, and other stakeholders to ensure Federal, State, and City compliance with all claiming requirements.Developing effective spreadsheets to report, compare, and analyze revenue numbers.Reviewing and examining various sources of information to identify problems or concerns and provide recommendations for improvements.Making recommendations to other divisions and programs for changes and corrections of errors.Assisting in the development and implementation of new policies and procedures.Representing Revenue in presenting or leading Finance related meetings when necessary.Collaborating with Audit Services and outside consultants in Revenue audits while providing responses and resolutions to findings.Providing analyst training and support to all current and new staff.Providing regular feedback to staff regarding areas for improvement and to develop strengths/skills.Managing the unit’s fiscal year end close activities.

Minimum QualificationsA baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement; orAn associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience; orA four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full-time professional experience; orA combination of education and/or experience equivalent to “1”, “2”, or “3” above.

Preferred SkillsAbility to analyze problems and demonstrate strong attention to detail, analytical skills, and good business judgement.
