Position Title:Associate Director of Resource Development

Salary Range:Grade 13, $93,128.25 - $130,379.53 per fiscal year, commensurate with experience.

Job Description Summary:The position provides leadership, management, technical expertise, strategy execution, coordination, and evaluation of resource development to support local governments and nonprofits in Region 5. It is directly responsible for coordinating advanced expertise related to Advisory Council management, funding program administration, and professional development as well as adherence to statutory compliance and coordination with internal departments. This position ensures those assigned to the team embrace organizational values and are actively engaged in developing relationships and engaging in regional capacity-building in a changing regulatory environment.

Essential Duties and Responsibilities

Supervise the Resource Development team to achieve strategic goals:

Manage activities of assigned team members to achieve resource development goals for the organization.

Lead development of annual plans for resource development to support strategic objectives and organizational needs.

Administer budgets and expenditure processes to maximize resource stewardship and achieve assigned goals.

Assist with change management initiatives to sustain services amidst workforce variability, government official transitions, and shifting regulations.

Assist with coordinated allocation of staff for internal projects related to organizational growth.

Manage activities of assigned team members in the unit:

Assist with leading the team by delegating authority to team members to conduct daily operations while providing oversight to ensure compliance with organizational policies, statutory guidance, and federal regulations.

Provide staff mentoring to develop consistent procedures and build trusting relationships with team members.

Ensure high-quality service delivery, responsiveness, and meeting timelines and objectives.

Implement consistent educational resources to support roles and responsibilities.

Develop and implement strategies to maintain data integrity and compliance within relevant systems.

Conduct regular meetings with team members to encourage capacity building, sustain change management, and further organizational priorities.

Actively participate in regional and statewide partnership discussions.

Manage reports and insights that analyze project and organizational data.

Recommend and implement changes to processes and procedures.

Lead processes to ensure that the team works collaboratively with other departments and stakeholders.

Lead training programs to ensure that the team follows best practices for resource development.

Manage Advisory Councils to ensure regional engagement and adhere to guidelines:

Coordinate staffing and facilitation of Advisory Council meetings, ensuring updated membership lists, organized agendas, productive discussions, and actionable outcomes.

Develop and maintain strong relationships with Advisory Council members, providing support and guidance to staff as needed.

Ensure that Advisory Council membership aligns with Sourcewell Board member guidelines and statutory requirements.

Track and follow-up on action items from Advisory Council meetings, in partnership with Director.

Oversee and assist with management of funding programs and budgetary planning:

Oversee administration of funding programs, including application processes, grant management, and reporting processes.

Develop and implement strategies to increase and sustain funding opportunities and participation metrics.

Monitor and evaluate effectiveness of funding programs to ensure alignment with organizational goals and Region 5 needs.

Collaborate with internal teams to provide management of technical administrative platform and provide advisory regarding continuous improvement to reduce member accessibility and maintain consistent regulatory guidelines.

Coordinate the introduction of new funding programs and continuous improvement modifications for legacy programs that provide support to Region 5.

Oversee professional education and technical assistance for Region 5 leaders to bolster regulatory compliance, organizational development, and workforce retention:

Supervise, develop, train, and mentor assigned staff.

Provide direction and actionable goals to ensure that the team understands how their performance impacts department, division, and organizational strategies and goals.

Work with Director to identify staffing needs and ensure that the unit has appropriate headcount to support growth plans.

Coordinate hiring, training, and onboarding processes consistent with organizational practices, in partnership with Director.

Model organizational values of Seek, Empower, and Impact to direct reports and the entire team.

Develop and lead the team to maintain open, transparent, innovative, and collaborative relationships with internal and external partners.

Maintain an understanding of professional development needs and provide necessary resources and support to staff.

Represent the organization and Resource Development team initiatives:

Represent the resource development unit at internal events, board meetings, and retreats.

Attend and present at conferences, trade shows, community meetings, and other public events.

Other duties as assigned.

Required Qualifications

Bachelor’s degree in public administration, organizational or nonprofit management, political science or related field,

AND

Minimum of three (3) years of related experience

OR

Seven (7) years of combined post-secondary specialized training and professional education and demonstrated relevant work experience.

Strong presentation and facilitation skills.

Preferred Qualifications

Master’s degree in public administration, organizational or nonprofit management, political science or related field.

Five (5) years of experience in local government, nonprofit, or public safety roles.

Proven, well-established relationships with local governments and nonprofits.

Location:This is a remote position, within Minnesota, and is subject to Sourcewell's telecommuting policies and procedures. Applicants should be located within feasible proximity to the counties we serve. Region 5 includes: Todd, Wadena, Crow Wing, Cass and Morrison counties.
