Job Description:

POSITION OBJECTIVESThis is an Inspector position related to the investigation for enforcement of City, State, and Federal codes. Examples of codes enforced include the City of Port Orange Land Development Code, City of Port Orange Code of Ordinances, and the International Property Maintenance Code, Florida Building Code, National Electric Code, and National Fire Protection Code.

ESSENTIAL FUNCTIONSThose functions actually required to perform this position, the removal of which would fundamentally change the job. •Interprets and enforces all documents related to the City, State, and Federal codes.•Performs inspections on a daily basis.•Applies Codes enforced and determine if violations exist.•Uses available resources to research property ownership for residential and commercial property.•Prepares documents according to Florida Statutes and communications required to process cases in order to achieve voluntary compliance or compliance through the enforcement process for the Code Enforcement Board and Special Magistrate hearings.•Maintains files by documenting and updating case actions such as inspections, follow up dates, letters, meetings, and communications.•Notifies and updates relevant individuals of case actions.•Follows state and local procedures while enforcing cases through Code Board, Special Master, County Court, or Circuit Court proceedings. Prepares written reports outlining the status of assigned programs and areas.•Responds to Citizen Connection complaints by inspections, case maintenance and follow up through compliance.•Responsible for performing emergency preparation, response and recovery functions as assigned.•Performs related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.

This position is part of the City's Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary, shall be outlined by the City Manager in the City's Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignments and to work assigned shifts as scheduled by the City's Emergency Management Personnel or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.

Education and Experience•High school diploma or general education degree (GED)•Three (3) years full-time professional or technical experience, in a development-related capacity ; or•Equivalent combination of education and experience.•Certifications, Licenses, and Registrationso Florida Driver's licenseo Florida Association of Code Enforcement Level One (1) Certificationo Equivalent certification may be accepted in place of F.A.C.E. Level 1 Cert. *

Knowledge, Skills, and Abilities

Ability to read, comprehend, interpret, and administer complex technical and legal documents, including but not limited to regulatory codes, policies, property surveys, subdivision and site plans, and landscape plans.Ability to read reports and business correspondence.Ability to effectively communicate and convey the requirements of pertinent codes both verbally and in written form.Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area, circumference, and volume.Ability to apply concepts of basic geometry and algebra.Ability to problem solve.Ability to interpret a variety of instructions furnished in written, oral, diagram, schedule, or graphic form.Ability to work in an electronic-based work environment.Individual must be proficient in word processing and other software applications.Must have the ability to learn and apply new software programs in a timely manner.Must be proficient with computers, electronic equipment, and software applications relevant to this position.Ability to prepare and present public presentations in court and enforcement settings.Ability to work effectively with the public to achieve desired results. Some public relations skills include customer service, problem solving, dispute resolution, and education.Ability to work with other staff members in a team environment, in order to achieve results that will better the City of Port Orange.Ability to communicate using highly developed reading, writing, verbal, and interpersonal skills.Ability to interpret complex technical, governmental, and legal documents.PHYSICAL DEMANDS
