GENERAL DESCRIPTION

The State Office of Risk Management (SORM) is looking for an experienced Accountant who will prepare financial statements, records, documents, and reports. You will join a collaborative team of accounting professionals where staff work together to support the operations of the Financial Management department. As one of our key missions, SORM acts as the workers' compensation provider for client state entities. Your work will include reconciling claims fund activity, identifying discrepancies, analyzing fund balances and expenditures, and assisting with important legislative reports. Our department is full of self-motivated and curious accounting government professionals, and we are hoping to add a like-minded individual to our team. This person will work closely with the Chief Financial Officer to provide our clients with the best level of service.

ESSENTIAL POSITION FUNCTIONS

Accountant II

Assists with daily production and mail processingPrepare expenditure/cash flow reportsResponds to phone and email requestsPrepares accounting entries and documents for transactions related to disbursements in all accounts necessaryProcesses refunds and/or other accounts payable entries in the CAPPS accounting system.Researches and reconciles revenue transactionsCompletes detailed assignments in recording, classifying, examining, and verifying financial records, documents, or reportsInputs accounting entries into CAPPSRecommends improvements, adaptations, or revisions to the accounting system and accompanying procedures, as neededVerifies data entered into the cash receipt system and assigns program codes. Processes reversals and code correctionsKeeps management appropriately informed of ongoing activity and critical matters affecting the operations and well-being of the agencyActively participates in independent job-related research and demonstrates initiative when seeking solutions to issuesProvides customer service, as neededPerforms related work as assignedMaintains relevant knowledge necessary to perform essential job functionsAttends work regularly in compliance with agreed-upon work scheduleEnsures security and confidentiality of sensitive and/or protected informationComplies with all agency policies and procedures, including those pertaining to ethics and integrityAccountant III - All of the above functions for Accountant II, PLUS

MINIMUM QUALIFICATIONS

Accountant II

Graduation from high school or equivalentTwo - years of full-time experience in accounting, finance, procurement, or closely related fieldTwo or more years of Microsoft experienceKnowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systemsKnowledge of theories, principles, and practices of accountingKnowledge of or experience with accounting software such as CAPPS, USAS, and MS ExcelKnowledge of budget preparation and administrationKnowledge of pertinent Federal, State, and local laws, codes, and regulationsKnowledge of and experience with State of Texas payment processingSkill in utilizing a PC, associated software, calculator, or ten-key machineSkill in handling multiple tasks, prioritizing, and meeting deadlinesSkill in effective oral and written communication [Writing sample required at time of application and administered at the time of interview]Skill in exercising sound judgment and effective decision makingAbility to receive and respond positively to constructive feedbackAbility to work cooperatively with others in a professional office environmentAbility to provide excellent customer serviceAbility to interpret and analyze complex financial documents and reportsAbility to work accurately with numerical details in a high-volume settingAbility to prepare a variety of financial statements, reports, and analyzesAbility to establish and maintain effective working relationships with co-workers, management, and external clientsAbility to work efficiently and independently in dependable, organized and productive manner in order to arrange workload plans to meet schedules and deadlinesAbility to arrange for personal transportation for business-related travelAbility to work more than 40 hours as needed and in compliance with the FLSAAbility to lift and relocate 30 lbs.Ability to travel (including overnight travel) up to 5%Accountant III - All of the above qualifications for Accountant II, PLUS

Additional year of full-time experience in accounting, finance, procurement, or a closely related fieldAdditional year of Microsoft Excel experience, including pivot tables, advanced data analysis, or visualizing dataExperience in analyzing, creating, and submitting state legislative-required reportsKnowledge of fiscal programs, governmental accounting, budget control methods, policies, procedures, and laws and regulations pertaining to financial operationsPREFERRED QUALIFICATIONS

Graduation from an accredited four-year college or university with major course work in accounting, finance, business, or related fieldExperience with automated accounting systems and applications such as Uniform Statewide Accounting System (USAS), Taxpayer Identification Numbers (TIN)Centralized Accounting Payroll/Personnel System (CAPPS)Knowledge in State of Texas accounting rules and regulations
