Overview:

Program Finance AnalystBowhead seeks a Program Financial Analyst with an active Secret clearance to perform a variety of program support functions to the CECOM Security Management Directorate (SAMD) in Aberdeen, MD. The Analyst shall provide financial and records management functions within program management in support of the Business Management Team.Responsibilities:Assist SAMD Divisions by conducting a thorough review of financials to include identifying, tracking, and forecasting funding sources in accordance with the Security Assistance Management Manual.Provide briefing support for program reviews, start-of-work meetings, In-Process Reviews (IPRs) and other meetings as necessary.Verify accuracy of funding lines and work to determine and reconcile what data is missing or inaccurate.Financial line closure of FMS cases including reconciliation of un-liquidated obligations.Pulling Status of Funds (SOF) ReportsProvide team support with financial requests, such as advising on general financial requests that are related to execution/procurement.Provide support and recommendations for FMS line case closure, including researching contractual documents, working with Acquisition for contract mods, MIPR adjustments, and funding adjustments.Qualifications:

BA/BS degree and 2+ years of directly relevant experience; additional six (6) years of direct relevant technical experience may be substituted for formal education for highly qualified candidatesExperience in providing financial analyst/budget analyst support to an on-site DoD contractExperience with active financial management, including tracking available and obligated funding, and reconciliation of un-liquidated obligationsExperience with financial line reconciliationExperience working with DoD computer software and databases to track and manage financials, in particular GFEBSIntermediate to advanced Microsoft Excel skillsStrong critical thinking skills, self-starterNice to have:Experience verifying accuracy of funding lines and an understanding of how to conduct financial research to determine and reconcile what data is missing or inaccurateExperience working with Acquisitions for contract mods, MIPR adjustments, and funding adjustmentsExperience resolving highly sensitive and complex financial problemsFMS experiencePhysical Demands:Must be able to lift up to 10 poundsMust be able to stand and walk for prolonged amounts of timeMust be able to twist, bend and squat periodicallySECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.
