Overview:

GoldenWolf is seeking a detail-oriented and experienced

Financial Analyst

to provide on-site, full-time support as part of the Defense Health Agency (DHA) Headquarters Facility Operations Branch (FOB) in San Antonio, TX. The Financial Analyst will assist in the financial review and analysis, including the preparation, management, and dissemination of various budgetary requirements for the SRM, BASOPS, MILCON, Environmental, and IO&T programs.

Key Responsibilities:

Reporting and Analysis:

Develop briefings, presentations, and reports forecasting upcoming requirements and providing status/disposition of current executed requirements. Identify execution rates and areas of concern.Financial Management:

Assist the government in managing the DHA-FE's financial program, including initial distribution by program element, prior year upward obligation adjustments, and validation of fund request packages.Budget Preparation:

Prepare Program Objective Memorandums (POM), Budget Estimate Submissions (BES), and President Budget (PB) requirements. Include fiscal year projections, unfunded requirements (UFRs), disconnects/initiatives/offsets, and draft recommended guidance.Execution and Monitoring:

Track and manage SRM Military Inter-Departmental Purchase Orders, compile status of funds, budget execution, and budget variances. Assist in fiscal year-end reconciliation and identify/research Negative Unliquidated Obligations (NULO) and unmatched transactions (UMT).Strategic Financial Advisory:

Provide financial collaboration and strategy efforts among FOB section chiefs. Validate and review new requirements not on the current spend plan. Prioritize unfunded project requirements in coordination with the DHA-FE portfolio managers and government.Process Improvement:

Apply analytical skills to develop and implement functional area process improvements, studies, policies, and procedures. Identify ways to exploit current and evolving technologies to increase operational functionality and integrate various data sources.Stakeholder Coordination:

Coordinate with DHA-FE POCs and all applicable stakeholders to confirm requirements are ready for execution. Ensure standardization and proper use of accounting codes and maintain accurate financial documentation.Compliance and Auditability:

Ensure proper documentation, accounting, and auditability of funds in accordance with DoD regulations and applicable laws. Review data mechanisms for collecting and making recommendations to improve data transfer effectiveness.Requirements

Required Qualifications:

Minimum three (3) years of demonstrated experience in financial management and accounting within the last five (5) years.Minimum three (3) years of experience with the planning, programming, and budgeting processes, including knowledge of DoD facility funding models and financial management systems.Experience processing and managing accounting transactions in a financial management system such as the General Fund Enterprise Business System (GFEBS).Preferred Skills:

Bachelor's degree in business administration or a finance-related field.Proficiency with Microsoft Office Suite.Experience in the use and management of relational databases for financial management and strategic planning at an enterprise level.Advanced written and verbal presentation skills.Strong task management, organizational skills, and attention to detail.Additional Information:

$80,000.00-$95,000.00 annually
