CODE ENFORCEMENT OFFICER:

Performs specialized technical work of an investigative and compliance nature in enforcing the County's zoning codes and regulations. Employee is responsible for the interpretation, application and enforcement of rules and regulations relating to County Ordinances; refers complaints and violation to the proper department. Work involves responding to complaints from property owners and / or referrals; investigating and researching complaints; follow-up on previously cited properties; preparing evidence for upcoming cases. Initiates code enforcement procedures and prepares cases for the Code Enforcement Board. This is a technical position, working independently under the general supervision of the Code Enforcement Manager.

Essential Job Duties

Inspects reported code violations, interprets conditions, formulates code violation determinations and identifies compliance measures.Prepares code enforcement letters/documentations/correspondence for code enforcement cases.Presents code enforcement cases and recommends timeframes and measures for compliance to the Code Enforcement Board.Coordinates with other County departmental staff, state and federal agencies, the public, complainants, and violators during the processing of code enforcement cases.Performs routine inspections of new and existing properties for conformance with safety standards, zoning codes and ordinances.Facilitates voluntary compliance with County codes through professional and courteous outreach and interaction with residents of the County.Maintains established community standards through constant monitoring of area of control for violation.Prepares special reports and maintains activity records.Responds to citizen complaints mostly dealing with County ordinances by notifying the violators (respondents) and encouraging compliance.Completes landscaping inspections for commercial and residential developments.Acts in an appropriate and professional manner to educate residents regarding codes.Takes measurements, pictures, and gathers any necessary evidence for code violation case hearings, research legal descriptions, property ownership, and ordinances.Completes other enforcement duties as assigned.Typical Requirements

Education and Experience:

High school diploma or GED supplemented by two years or more of work-related working experience.

Licenses, Certifications or Registrations:

Must possess and maintain a valid Florida Driver's License.Must have or obtain Level 1 certification under the Florida Association of Code Enforcement (FACE) within 6 months of date of hire.

Knowledge, Abilities and Skills

:

Ability to complete work assignments on Saturdays as directed.

Knowledge of Florida Statues: 162-County or Municipal Code Enforcement.

Knowledge of Constitutional and Due Process Requirements.

Knowledge of the County Code of Ordinances.

Ability to communicate clearly and to interact tactfully and respectfully with the public, complainants, and violators.

Ability to testify before Code Enforcement Board.

Ability to work independently and to make sound decisions based on well established procedures and municipal regulations.

Knowledge and experience in the enforcement of zoning codes and regulations.

Ability to clearly and concisely describe code violations, conditions, and compliance measures in writing.

Ability to exercise sound judgement in the consideration of actions to resolve code violations.

Ability to complete reports, letters, and correspondence.

Ability to operate camera equipment and measurement instruments.

Ability to assemble and present digital images and documents.

Ability to conduct field inspections and investigations.

Ability to drive stakes into ground with hammer while posting property.

Ability to compose letters, memorandums and reports.

Ability to research and retrieve records from the internet.

Ability to read and interpret building and development plans, surveys, and legal documents.

Supplemental Information

ENVIRONMENTAL CONDITIONS

Work is performed both within an office environment and outside in an environment with uneven surfaces and differing weather conditions.
