We have a diverse shop of technologies, including .Net, Java, and Salesforce. If you can work well in one or more of those areas, we are looking for you. As part of this position, you will be expected to cross train with other Applications Developers in all of our technologies, to eventually be able to competently work on any application for which we have the source code. Major new developments are done with an agile project management approach while some smaller changes are simply addressed with service tickets. Initial projects will address the need for re-platforming legacy applications to new cloud based solutions. Know that your efforts working in this team will indirectly or directly impact the lives of residents of Connecticut.

The ideal candidate would be well versed with all phases of the software development life cycle and have exposure and/or experience in various technologies, platforms, and languages, including:

Salesforce (Apex & Lightning)MS Power Platform (Power Apps, Power Pages, Portals).NET frameworkSQL (Select Query Language)The Information Technology Analyst 2 will:

Perform hands on application development and support using:

Programming Technologies;Power Platform;VB.Net;C#.Net;ASP.Net;Java;Salesforce;Database Technologies;SQL Server;DB2 databases;Dataverse;Tools;Team Foundation Server (TFS);Visual Studio;Other IDEs and Code Repositories.

Be a part of the team of application developers led by an IT Supervisor;Design, develop, and maintain applications with modern:

APIs;Web Services (SOAP and REST);Monitoring/logging;Exception/Error Handling.

Develop applications using software development methods such as:

Test driven development;Iterative development.

Produce tangible deliverables such as:

Requirement functional specifications;Development designs;Status reports;Program documentation.

Work on projects utilizing agile or waterfall methodologies in a strong software development lifecycle;Communicate with both technical and non-technical staff;Learn and cross-train with other application developers;Perform related duties as required.ABOUT US

As part of these efforts, the Department of Administrative Services Bureau of Enterprise Systems and Technology (DAS BEST) is joining forces with the majority of Executive Branch, Agency IT organizations, to form a new, centralized team under the Bureau of Information Technology Solutions (BITS).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment.

EXAMPLES OF DUTIES

Issue Identification and Resolution:

Identify and resolve or escalate impediments to success;Report issues, progress, and successes to management on a timely basis.

Development Standards and Innovation:

Follow application development standards and practices;Participate in the development of innovative solutions and proof-of-concept technologies;Make software design and development decisions backed by demonstrated design principles.

Documentation and Communication:

Support documentation efforts, including application development designs, data schemas, user guides, and architecture;Apply interpersonal, oral, and written communication skills to participate in application design sessions and assist with maintaining system design documents.

Business and Technical Support:

Act as support for the business on a rotating schedule;Assist with business requirements analysis to identify functional and non-functional application requirements;Provide training and support to users and other IT staff on applications and systems.

Hands-on development using Salesforce, MS Power Platform and .NET to enhance existing systems and provide production support for existing applications;Create APIs and web services;Work in a version-controlled development environment.

Solution Design and Development:Design solutions for business and technical problems using logical and analytical skills.System Maintenance and Operations:

Maintain and update current systems and assist in the development and implementation of new systems.

Project Management:

Assist in the planning, coordination, and execution of IT projects.

Security and Compliance:

Ensure compliance with state and federal regulations, as well as agency security policies and procedures.

Vendor Interaction:

Work with vendors to evaluate software products and solutions, ensuring they meet agency requirements.

Ability to analyze and debug complex software programs.MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related support area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing professional information technology work in such areas as: installation and support of microcomputer hardware, software and operating systems; analysis, design and development of information systems; network hardware and software installation and support; network hardware and/or software problem diagnosis and resolution; performing any closely related professional IT function.

NOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in management information systems, computer science or information technology-related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.PREFERRED QUALIFICATIONS

Experience developing in object-oriented programming (OOP) LanguagesExperience creating web servicesExperience with hands on Salesforce Development (APEX & Lightning)Experience developing with .NET Extended Java Script (ExtJS)Experience with Structured Query Language
