Background

The Oklahoma City Housing Authority (OCHA) is a large public housing authority in the initial stages of conversion to affordable housing. OCHA and the Community Enhancement Corporation (CEC) develop and administer federal housing programs for low income families. Both OCHA and CEC receive funding from the United States Department of Housing and Urban Development (HUD), private investors as well as from other programs such as Low Income Housing Tax Credits and property operations income. While the CEC has accounting staff specifically assigned to its programs, it is expected that the OCHA Senior Accountant and the CEC accounting staff will collaborate.

Accountability

This position is directly responsible to the Director of Finance.

Scope of workResponsible for preparing timely and accurate financial reports in accordance with GAAPWorks with Accountant to ensure timely reconciliation general ledgers and sub-ledgers.Works with Finance and other departmental staff to ensure timely preparation and management of budgets.Helps maintain a system of internal controls over manual and software related accounting functions.Coordinate with Finance & Senior Staff in responding to information requests from auditors during audit periods.Responsible for coordinating billing, reimbursements, inter-program fund accounts, and any other accounting related functions.Works with accounting staff of related entities to provide any necessary financial information or reporting.Provide guidance to senior staff on the financial implications of management proposals when requested.Ensure the Director of Finance has available any and all financial items that may require the attention of Senior Staff, as needed.Coordinate with the Director of Finance in preparation of monthly, quarterly and annual reporting required by HUD or other outside entities.Perform other duties and responsibilities as assigned.Qualifications

Minimum Educational Requirements, Licenses, Skills, Abilities, Experience

Degree in Accounting.An understanding of Generally Accepted Accounting Principles (GAAP).Advanced MS Excel knowledge.Strong communication, technology and analytical skills.Preferred Educational Requirements, Licenses, Skill, Abilities, Experience

Knowledge of YARDI software.Familiarity with HUD regulations related to Public Housing and Housing Choice Voucher programs.Three plus years Governmental accounting experience.Real Estate accounting experience.Physical:

Near vision enough to read and write correspondence, read ledgers, and work with computerized reports, code books, plans, etc. Hearing and speech sufficient to communicate clearly and effectively in person and by telephone. Physical range of motion and coordination for extensive work with files. All physical requirements are evaluated based on the ability to perform, with or without reasonable accommodations under the ADA.Working Conditions

Working conditions may be stressful at times due to deadlines. Overtime will be required at certain times of the year.
