WHAT IS THE SMALL BUSINESS/SELF EMPLOYED (SB/SE) DIVISION?A description of the business units can be found at:Vacancies will be filled in the following specialty areas: SB/SE, Operations Support, Business Development Office.The following are the duties of this position at the full working level:Serves as a technical expert with responsibility for the initiation, planning, implementation, controlling, modifying and executing of all or part of an entire project, including such tasks as formulation of workload estimates for program segments, specification of the methodology to be used, preparation of appropriate specifications and procedures, and review of computer systems specifications and materials and instructions needed for assuring the adequacy of the project's design and objectives. Explores novel methods of retrieving data and develops innovative recommendations to management and senior leadership as a means for making data driven decisions which may result in a modification of policies and/or processes. Reviews, evaluates, validates, and documents the results of the findings. Provides highly technical advice to all levels of management throughout the Agency as needed.Takes a leadership role in the development of policy and guidance, and development of recommendations to improve the effectiveness of the organization. Actively assists in the implementation of administrative and technical decisions and ensures accomplishment of the desired results.Formulates policies, develops program plans, designs and issues directives and instructions, and develops recommendations to improve business systems policy to business executives.RequirementsMust be a U.S. Citizen or National and provide proof of U.S. Citizenship. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.BASIC REQUIREMENT:GS-1530 Statistician (Data Scientist) Basic Requirements:You must have a degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.ORCombination of education and experience - courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.GS-1529 Mathematical Statistician (Data Scientist) Basic Requirements:You must have a degree that included courses in mathematics and statistics totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics and 6 semester hours were in statistics.ORA combination of education and experience that includes at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as described above; and Experience that showed evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.SPECIALIZED EXPERIENCE:

Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal Service. Specialized experience for this position includes: Experience in statistical/mathematical project assignments that required a wide range of knowledge of statistical program requirements and techniques pertinent to the position to be filled. Experience completing assignments involving an analysis of several alternative statistical approaches and through advising management concerning major aspects of advanced statistical and mathematical theories and techniques that relate to data analysis, probability sampling, estimation procedures, variance estimation, and applying professional knowledge and experience resolving non-routine and/or unprecedented issues. Experience using the methods and principles related to mathematical statistics in carrying out project assignments. Experience in establishing effective working relationships with people from a variety of technical backgrounds, assessing their needs and expectations; preparing reports and making recommendations for meeting customer needs; Experience with statistical theories and techniques that relate to survey sampling, weighting, outlier detection, imputation, adjusting for non-response, forecasting, projections, and complex variance estimation methods. Additionally, experience in applying complex statistical techniques and analysis in the preparation of relevant reports and studies. Experience include the use of mathematical modeling and/or simulation tools and techniques to test and evaluate models and simulations, characterize systems support decisions involving requirements, evaluate design alternatives, and support operational preparation while leading a project.EDUCATION:For positions with an education requirement, or if you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent.
