Supervise the monitoring and administration of Community Development Block Grant (CDBG) funded public works projects.Provide contract administration of CDBG, HOME and related grant-funded housing rehabilitation projects.Conduct bid openings, pre-construction conferences, and respond to complaints.Coordinate and collaborate with consulting engineers, city inspectors, and city managers on individual city public works projects.Implement current HUD guidelines, train, and supervise the Contract Compliance Officer, Housing Rehabilitation Specialist, Technician, and Coordinator.Oversee work write-ups and cost estimates for construction projects and owner-occupied houses, advertise bids, and award contracts.Visit job sites, monitor work progress, and issue needed change orders.Complete final inspections of public work projects.Oversee periodic updates of environmental information and assist homeowners in getting warranty work completed.Provide oversight of local, state, and federal program mandates.Manage the procurement process to ensure compliance for both county and federal requirements.Perform all other related duties involved in the operation of the business as assigned or required.Minimum Requirements

, must have a Bachelor’s Degree or higher + five (5) full-time years of work experience in a construction and rehabilitation project management position - OR-To apply

, must have an Associate's Degree + seven (7) full-time years of work experience in a construction and rehabilitation project management position - OR-To apply

, must have a High School Diploma or GED + nine (9) full-time years of work experience in a construction and rehabilitation project management position.To apply, must have a valid driver license.Knowledge of Federal laws governing HUD programs.Knowledge of specification writing, management, planning, and communication skills required.Rehabilitation certification through NAHRO.If hired, must provide proof of educational attainment at new hire processing.Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records, and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.Physical Demands and Work Environment & Other Requirements

While performing the duties of this position, the incumbent is regularly required to inspect roofs, attics, and public work construction sites, walk, sit, lift, and stand.
