The incumbent will act as liaison between the Contractor and Installation Environmental Office on Environmental matters. The Environmental Manager is responsible for ensuring Contractor and subcontractor activities are in compliance with installation, NAVFAC, state, federal, and local regulations and the environmental requirements of the contract. This includes the continuous development and implementation of programs for environmental compliance, pollution prevention, conservation of resources, environmental impact analysis, and environmental training programs. The incumbent oversees environmental activities performed by all technical staff for the 90-day Hazardous Waste Facility.Essential Duties & Job Functions:Develops, implements, and oversees all environmental management plans and programs.Ensures Contractor and subcontractor compliance with Installation, NAVFAC, state, federal, and local regulations and the environmental requirements of the contract.Develops, updates, implements, and ensures Contractor and subcontractor compliance with various environmental plans and regulations.Attends Installation Environmental Office meetings pertaining to environmental protection and compliance related matters.Ensures all documents, records, permits, and other environmental data required by regulations and the contract are maintained.Oversees the collection, storage, labeling, and distribution of all hazardous waste for MCSF Blount Island.Oversees the proper environmental sampling of unknown, potentially hazardous materials for laboratory analysis.Oversees all Spill Response Team activities associated with hazardous materials.Prepares the annual hazardous waste reports and hazardous material inventory reports.Operates and inspects hazardous waste accumulation areas.May assist in the development, update, and implementation of Pest Management Plan.Ensures all referenced environmental training is attended and documented.Oversees and manages the EMS and is a member of the QMS.Backfills for Mayport Environment Manager as needed.Must be available 24 hours a day for emergency chemical information and spill response.Performs other related work as assigned.Accountable For:Keeping up to date with all industry regulations and compliance requirements.Working knowledge of portable analytical equipment and sampling equipment.Knowledge of applicable government environmental regulations.Ability to keep certifications and training current.Ability to develop policy, procedures, and training related to environmental programs.Using common office equipment.Understanding client’s business needs.Communicating effectively orally and in writing.Completing all mandated training requirements.Timely and cost-effective performance of duties.Timely completion and accuracy of all departmental work.Ensuring compliance with company safety regulations.Dealing with a variety of people professionally.Adhering to established safety policies.Compliance with Standard Operating Procedures and Personnel policies.Demonstrating skill in the use of MS Word and Excel.Effectively coordinating multiple projects.Demonstrating the ability to work well under pressure.Job Requirements (Education, Experience, Professional Associations):MandatoryHigh School Diploma or equivalent.Minimum 3 years’ experience with environmental procedures.Site supervisor for spill clean-up in accordance with OSHA regulations.40 hours HAZWOPER and 8-hour refresher training.Annual training in environmental management topics.Minimum 16-hour course in hazardous material transportation.Familiarity with Environmental Management Systems and regulations.AEE Certified Energy Manager or obtain within one year.Current valid state issued driver’s license.Ability to pass background checks and/or drug testing.Ability to use Microsoft Office programs at an intermediate level.PreferredBachelor of Science Degree.Certified Safety Professional (CSP).Certification for lead abatement, asbestos abatement, confined space entry, and respiratory protection.Prior Military and/or Contingency Operations experience.Construction or Utilities experience.Our health and welfare benefits are designed to invest in you, and in the things you care about. Individual pay is determined by market conditions, work location, skills, experience, and education.
