This position works 40 hours per week.

Positions allocated to this class are responsible for providing expertise in environmental laws, policies, and regulations to document, permit, and support Public Works project needs. This position ensures the preservation of the natural environment, as well as the protection of the social and health needs of the human environment. This role requires independent judgment and responsibility to select sound techniques and alternatives. The position plans, coordinates, and leads environmental project activities. Performs professional work employing considerable time management skills to manage multiple high-priority tasks. This position is also responsible for the effective planning and management of consultant contracts, small works, and other specialty projects. Supervision may be a function of positions under this classification. Work is performed with considerable independence under the general direction of the County Engineer, or designee.

TOTAL COMPENSATION:

$91,766 - $127,821 annually.Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.Produces, reviews, and edits technical documents for submittal to environmental agencies to receive permits and approvals for projects.Provides guidance and assistance in areas to include Maintenance, Hazmat, Hydraulics, permitting, design, and construction.Completes necessary field work for review, design and monitoring necessary for the permitting, reporting or documentation of projects.Writes environmental project special provisions and specifications.Scopes, writes, reviews, and edits environmental documentation for NEPA and SEPA disciplines, participates in field reviews and field work, considers needed mitigation for projects, coordinates with permitting agencies.Develops or supervises the development of environmental project plans.Performs field and office work to include stream, wetland, fish and wildlife delineation, analysis, monitoring, maintenance, and documentation.Writes and reviews various environmental documents, attends project meetings, oversees, or reviews consultant agreements and work product, develops mitigation strategies.Tracks environmental project commitments and scheduling for multiple Public Works projects.Responds to requests to represent the county on environmental matters to the public, local jurisdictions, and other agencies.Leads and facilitates environmental review of external project proposals when Public Works is the lead County permitting agency.Procures and manages contractor and consultant activities.Assists in training and mentoring others.A bachelor’s degree in environmental sciences, Engineering, Biology, Planning, Natural Resources, or a closely related field and four (4) years of professional work experience in the environmental field.OR an equivalent combination of education and experience that provides the desired knowledge, skills, and abilities to perform the work.LICENSES AND/OR CERTIFICATIONS:

Possession of a valid driver's license at time of hire and throughout employment.Knowledge of environmental regulations and processes on a federal, state, and local level.Knowledge of standard procedures and processes used in completion of projects.Knowledge of environmental design, construction and maintenance practices associated with mitigation sites and roadway elements.Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.Skilled in establishing and maintaining effective working relationships with key stakeholders.Skilled in critical thinking and problem-solving skills.Skilled in the use of personal computers and related computer software applications.Skilled in applying effective customer service techniques.Skilled in interpersonal, communication, facilitation, and presentation skills.Skilled in planning and organizing.Ability to plan, assign, schedule, direct and evaluate the work of others.Ability to research legal documents, codes, and regulations.Ability to write reports and other documents in a clear and concise manner.Ability to organize work tasks to complete projects in accordance with established deadlines.Ability to use sound judgment and work effectively with only general supervision.Ability to deal with the public in a pleasant, courteous, and calm manner and explain technical materials, when necessary, in an understandable manner.
