Program Evaluation Specialist

to join our research team. This position will support an enhanced program evaluation capability at the Naval Health Research Center in San Diego, CA that focuses on evaluating a variety of military health and readiness programs for the Department of Defense. Evaluations will range from process evaluation to impact evaluations and will include programs for active service members, family members, and government personnel. The successful candidate will work collaboratively with the full research team, including Principal Investigators, Data Analysts, Research Assistants, and Subject Matter Experts. The Program Evaluation Specialist will design and execute evaluations on new and existing programs, engage with stakeholders, analyze quantitative, qualitative, and mixed-methods data, and prepare various reports and deliverables.This is a full-time position in San Diego with a hybrid work schedule (on-site and telework).

The candidate for this position must reside within commuting distance of San Diego to work on-site at the Naval Health Research Center

with mandatory in-office days at least two days per week, and as required for successful study execution.

The number of days on-site may vary, and the schedule is subject to change based on program and customer requirements.Position ResponsibilitiesDesigns and executes program evaluations on new and existing programsDevelops interview guides and protocolsDevelops outputs, outcomes, and impact measures for the evaluation of various programsConducts literature reviews of relevant topicsCommunicates with study stakeholders and sponsorsPerforms statistical analyses of quantitative, qualitative, and mixed-methods dataInterprets statistical findings and develops technical reports and scientific manuscripts for peer-reviewed professional journalsPrepares and presents briefings to project sponsors, military leaders, and researchers at professional meetings and conferencesDevelops recommendations for the improvement of existing programsDocuments and shares lessons learnedIf this sounds like an environment where you can thrive, keep reading for the keys to success!Required Education and ExperienceBachelor's degree in Public Health, Psychology, or a related fieldMinimum of 5 years of demonstrated experience planning and conducting program evaluations using the CDC framework for program evaluationStrong background in program evaluation and implementation science principlesAdvanced experience in conducting statistical analyses of quantitative, qualitative, and mixed-methods dataAbility to prepare and deliver briefs, presentations, and written reports that are tailored to specific audiencesStrong written and oral communication skills and demonstrated experience with stakeholder engagementDemonstrated experience presenting research results at conferences or in written formAbility to travel to military locations nationally and internationallyDue to federal contract restrictions, candidate must be a U.S. citizen and able to obtain a Secret Security ClearancePreferred QualificationsMaster's degree or PhD in Public Health, Psychology, or a related fieldTwo years of experience working in a military or veteran settingDemonstrated experience with agile project management principlesOriginal Posting Date:
