What You Will Do

The Environmental Protection and Compliance Division, Compliance Programs Group (EPC-CP) is seeking outstanding candidates for the position of Air Quality Permitting and Compliance Professional. EPC-CP is responsible for environmental site compliance activities across Los Alamos National Laboratory (LANL or the Laboratory), through close collaboration with Laboratory programs and facilities, the Department of Energy (DOE), and state and federal regulators. You will provide support on a variety of air permitting and compliance issues and assist with developing and assuring the Laboratory has programs and processes in place to assure compliance with all air quality requirements applicable to the laboratory.

The Air Quality Permitting and Compliance Professional will provide technical support to the Air Quality Team related to New Mexico Environmental Department (NMED) air quality construction permits, Notice of Intent, Exemption Notices, and air quality regulatory review. You will work with staff throughout the Laboratory to ensure air permit applications permit renewals and modifications are prepared, submitted and successfully issued. You will bring mid-level support for air quality permitting and regulatory review. You will also prepare and develop technical and regulatory documents and deliverables. Work responsibilities include the following:

Activities and responsibilities at the EP 2 level include:Conduct site/field assessments against environmental requirements and required environmental compliance inspections.Completion/compilation of inspection records.Preparation of detailed emission calculations using engineering principles.Development and ongoing management of environmental compliance database.Assistance with preparation of annual emission inventory reports, and Emergency Planning and Community Right to Know Act (EPCRA) reports for submittal to regulatory agencies.

Activities and responsibilities at the EP 3 level include:Preparation and submittal of Air Quality Construction permit applications for a variety of industrial sources.Preparation and submittal of Title V Operating permit 5-year renewal and modification applications.Preparation of detailed emission calculations using engineering principles.Development and ongoing management of environmental compliance database.Perform Clean Air Act applicability reviews and provide comments on new and/or modified projects.

What You Need

Minimum Job Requirements at the EP 2 Level:Working knowledge and experience with the Clean Air Act and federal and state environmental air quality regulations.Experience preparing air quality emissions calculations for a variety of emission source types.Experience preparing minor source air permit applications.Experience reviewing new and proposed environmental regulations for applicability to a source such as LANL.

Minimum Job Requirements at the EP 3 Level:Expert knowledge and experience with the Clean Air Act and federal and state environmental air quality regulations.Advanced experience preparing air quality emissions calculations for a variety of emission source types.Advanced experience preparing minor source and Title V major source air permit applications.Advanced experience reviewing new and proposed environmental regulations for applicability to a source such as LANL.

Education/Experience Required at Lower Level:

Position requires a Bachelor's Degree and 5 years of experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience Required at Higher Level:

Position requires a Bachelor's Degree and 8 years of experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:Knowledge and experience with New Mexico Environment Department Air Quality regulations.Strong hands-on experience using spreadsheets and databases for managing environmental data and records.Experience with Microsoft Excel queries and analytics, and Database Management programs. SQL experience is also preferred.Experience implementing air quality compliance programs within a complex industrial setting.

Essential Job Functions:

Sitting, standing, climbing stairs, reaching overhead and down, bending, stooping, carrying 30+ pounds, lifting 30+ pounds.

Work Environment:

Safety glasses or eye protection, gloves or hand protection, safety shoes or protective footgear, hearing protection, operation of motor vehicle, at heights, in a widely ranging ambient temperatures, work near sources of ionizing radiation, work near sources of non-ionizing radiation, domestic travel.

Work Location:

The work location for this position is hybrid and is located in White Rock, New Mexico. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location.

Position Commitment:

Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. The position commitment for this position is 1 year.
