Supervisory Interdisciplinary Civil/Agricultural Engineer

This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Natural Resources Conservation Service (NRCS), State Office and reports to the State Conservationist.

The incumbent is responsible for establishing technical engineering standards and procedures and associated engineering policies, methods of operation, and training field personnel. Provide leadership in all phases of the civil and/or agriculture engineering programs for NRCS.

Duties:Work with the State Conservationist on water resources relating to engineering support of all phases of watershed planning and operations.Formulate and recommend state technical policies and procedures for floodwater protection, soil erosion, animal waste, and water quality.Facilitate the transfer technology to practicing Agency professionals by developing supporting job sheets, standard drawings, simple software, and training products.Prepare specifications and guidelines for planning, design, and construction of the structural practices installed under NRCS programs.Develop training plans and train staff to ensure personnel are adequately qualified to perform assigned tasks and to develop their skills to an optimum level.Complete necessary inventory, evaluation, and design work as it pertains to needed conservation projects within the state.Supervise direct reports.

Requirements:

You must be a US Citizen or US National.Males born after 12/31/1959 must be Selective Service registered or exempt.Subject to satisfactory adjudication of background investigation and/or fingerprint check.Successful completion of one-year probationary period, unless previously served.Subject to one-year supervisory/managerial probationary period unless prior service is creditable.Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.Successfully pass the E-Verify employment verification check.

BASIC REQUIREMENTS:Degree:

Must have a bachelor's or higher degree in Engineering. The program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics. (Must submit transcripts.)

OR

Combination of Education and Experience:

Must have a combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding of the engineering sciences and techniques. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure; 2) Written Test; 3) Specified academic courses; 4) Related curriculum. MINIMUM QUALIFICATIONS:

To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:

Specialized Experience at the GS-13:

One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:Supervising and performing professional engineering and scientific work;Making recommendations for engineering policies, procedures, and standards impacting national programs;Collaborating with staff and engineers on planning and designs for conservation programs;Evaluating subordinate employees and making recommendations for HR actions.(Your resume must CLEARLY demonstrate this experience.)I N DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC.
