Epidemiologist IV (Division Data Scientist)

The Data Scientist for the Infectious Disease Prevention Division (IDPD) reports to the IDPD Deputy Associate Commissioner (DAC) and performs senior-level data analysis, research, quality management, evaluation, and applications development. This position emphasizes coordinating and collaborating in data analyses while providing direction and guidance on day-to-day operations and planning for the IDPD. The Data Scientist oversees the establishment of IDPD goals and objectives, initiates, plans, designs, and conducts advanced data analyses, evaluating populations and their risk factors for HIV/STDs and TB using data from the TB/HIV/STD reporting systems and other large datasets in the Division. They perform routine oversight activities on advanced analytics and the processing of HIV/STD, IMMs, and TB data to ensure data quality, integrity, and completeness. Additionally, they develop, establish, and implement data standards, and coordinate the collaboration and/or preparation of scientific manuscripts, maps, public health reports, and presentations. Initiative, creativity, and advanced technical and methodological skills are important qualities for success in this role. The position operates under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions

EJF 1. (30%)

Serves as the senior data analyst in IDPD, operating with minimal oversight and extensive autonomy. Conducts detailed data analysis using advanced statistical techniques, develops proof-of-concept models for quality assurance, and converts raw data from various sources into structured database formats. Utilizes SQL, Python, and other languages to compile and manipulate complex program datasets. Prepares data for visualization software, reviews and critiques program staff reports and publications, ensuring sound methodology and interpretation. Oversees the preparation of special and annual reports.EJF 2. (30%)

Data Quality/Integrity: Proposes systematic improvements to enhance data analysis efficiency and quality. Assesses data quality by identifying inconsistencies, errors, or gaps in datasets. Collaborates with internal groups to improve data quality and consults on enhancements to data collection systems and analytics methods. Recommends data management tools and implements data and reporting standards. Prepares scientific publications, briefings, and presentations. Oversees dashboard development using various tools (SAS, SQL, R, Python, ArcGIS, Tableau). Verifies accuracy of analysis and results in IDPD program staff's work.EJF 3. (20%)

Visualization: Determines optimal methods for addressing data requests, constructing performance measures, and implementing visualizations to monitor service trends. Translates business requirements into performance measure visualizations and reports for complex agency programs. Consults with hospital administrators, state and national organizations on HIV/STD, immunization, and TB epidemiology and surveillance activities.EJF 4. (10%)

Customer Focus and Communication: Engages with diverse agency stakeholders to build relationships and devise creative solutions for analytic projects. Utilizes effective communication skills to gather information and assess customer needs. Explains tool development in clear, non-technical language to support informed decision-making. Coordinates with subject matter experts and leadership to ensure final product accuracy.EJF 5. (10%)

Other duties as assigned, including participation in disaster response, recovery, or Continuity of Operations (COOP) activation. May require alternate shift patterns or locations.

Initial Selection Criteria

Bachelor's degree from an accredited four-year college or university; Master's degree preferred

Preferred Qualifications

Experience and education may be substituted for one another

Demonstrated experience in data analysis

Proficiency in programming languages such as SAS, SQL, R, Python

Experience with data visualization tools like Tableau and ArcGIS
