We aim to reflect diversity at all levels of our agency.About the Role:The Board Counsel (Counsel II) provides legal support and advice to assigned boards, divisions, units, and/or offices within the Division of Occupational Licensure, the Office of Private Occupational School Education, and the Office of Public Safety and Inspections. Assignments may vary based on operational needs.Duties and Responsibilities:Attend board meetings and provide legal support and advice on matters including legal issues related to regulated occupations, open meeting law, public records law, state ethics law, and court decisions.Advise on the promulgation of regulations, including drafting, presenting, and filing regulations with the Secretary of State's Office.Review, analyze, and summarize legislation relevant to assigned boards and draft proposed legislation.Advise on disciplinary matters and adjudicatory hearings, including case reviews and settlement advice.Consult with legal counsel regarding appeals and litigation, and update the status of cases pending appeal.Provide legal support in negotiating and drafting contracts.Identify opportunities for improving Agency processes and assist in the development of training seminars and reference systems.Act as a liaison with representatives of other governmental agencies and the private sector.Provide additional legal advice and administrative assistance as needed.Preferred Knowledge, Skills, and Abilities:Experience in litigation and administrative hearing processes.Experience in legal research, legal writing, and civil procedures.Strong interpersonal and organizational skills.Experience with legal issues in various trades and professions overseen by the Agency.Membership in good standing in the Massachusetts Bar is required.Application Instructions:Applicants should attach a cover letter and resume to their online submission for this position.SALARY PLACEMENT:

Determined by years of experience and education related to the position. In promotional opportunities, applicable collective bargaining agreement provisions will apply.First consideration will be given to applicants who apply within the first 14 days.MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar, and at least three years of full-time, or equivalent part-time, professional experience in the practice of law.
